This paper analyzes the concept of militarization in both senses of the word, that of mobilization for war and that of social control exercised by military forces. During the Spanish Civil War (1936–1939), the role and nature of meteorology was transformed by the rebel band on the basis of the mythification of a Service model that was supported by victory and that would be projected as a paradigm for the postwar years. The new Servicio Meteorológico Nacional reflected the social control exerted by the Franco regime and its aeronautical and military interests. The “amphibianism” – or quality of being both civil and military simultaneously – is one of the main features of this transformation. Interestingly, this dual (civil and military) condition of meteorologist appears to be intrinsic to the construction of a new “sphere of practices and knowledge” in Francoist Spain.
We mourn the loss of Yehuda Elkana, founding editor of this journal. Setting science in context was a mission of his life. For him this did not mean to relativize and historicize science to the point where it is no longer distinguishable as central to the human quest for knowledge. Rather, an understanding of science as being rooted in social, material, and cultural contexts was for him the key to its central role for solving the problems of humanity with which he was so deeply concerned.
There was more than one response to the nuclear age. Countering well-documented attitudes of protest and pessimism, Muriel Howorth (1886–1971) models a less examined strain of atomic enthusiasm in British nuclear culture. Believing that the same power within the atomic bomb could be harnessed to make the world a ‘smiling garden of Eden’, she utilized traditionally feminine domains of kitchen and garden in her efforts to educate the public about the potential of the atom and to ‘safeguard’ it on their behalf. Boldly entering an overtly masculine arena in which, as a woman and a layperson, she was doubly an ‘other’, Howorth used a variety of publications, organizations and staged events to interpret atomic science and specifically to address women. Her efforts, dating roughly from 1948 to 1962, preceded but had broad overlaps with official Atoms for Peace programmes, and culminated in the formation of the Atomic Gardening Society in 1960 to promote the cultivation of gamma-irradiated seeds by British gardeners.
Jacob (‘Bruno’) Bronowski (1908–1974), on the basis of having examined the effects of the atomic bombing of Japan in late 1945, became one of Britain's most vocal and best-known scientific intellectuals engaged in the cultural politics of the early atomic era. Witnessing Hiroshima helped transform him from pure mathematician–poet to scientific administrator; from obscurity to fame on the BBC airwaves and in print; and, crucially, from literary intellectual who promoted the superior truthfulness of poetry and poets to scientific humanist insisting that science and scientists were the standard-bearers of truth. A cornerstone of Bronowski's humanist ideology was that Hiroshima and the bomb had become symbols of the public's distrust of science, whereas, in reality, science was merely a scapegoat for society's loss of moral compass; more correctly, he stressed, science and scientists epitomized positive moral values. When discussing atomic energy, especially after 1949, Bronowski not only downplayed the bomb's significance but was deliberately vague regarding Britain's atomic weapon development programme; this lack of candour was compounded by Bronowski's evasiveness regarding his own prior involvement with wartime bombing. The net effect was a substantial contribution to British scientific intellectuals' influential yet frequently misleading accounts of the relations between science and war in the early atomic era.
Analyses of nuclear fiction have tended to focus on the literature of the United States, particularly that of the 1950s. This article not only switches attention to British literature, but makes the case for the 1980s as a nuclear decade, arguing that the late Cold War context, especially renewed fears of global conflict, produced a distinctive nuclear literature and culture. Taking its cue from E.P. Thompson's rewriting of the British government's civil-defence slogan, ‘Protect and Survive’, as ‘Protest and Survive’, it identifies a series of issues – gender and the family, the environment and socio-economic organization – through which competing nuclear discourses can be read. In particular, it argues, British fiction of this period functions by undercutting the idea that protection is possible. Hence, although few nuclear texts advocate particular policy positions, they are characterized by a politics of vulnerability. Proposing for the first time the existence of a distinctive 1980s nuclear culture, it seeks to suggest the broad parameters within which further research might take place.
This article explores British ‘nuclear culture’ by examining how individuals and groups within British government tried to comprehend nuclear weapons after the advent of the hydrogen bomb in 1952. It argues that thinking about nuclear weaponry was not uniform, and there was no monolithic ‘nuclear culture’ in government. Instead, political and social habits interacted with Cold War experience to create views of the nuclear weapon – nuclear cultures – that varied across government to create a diverse, and shifting, set of ideas – nuclear cultures – about what the nuclear weapon meant in British hands, and the role it played in providing military power and political influence.
