The 2024 elections made US history in numerous ways. Vice President Kamala Harris became the first Black and South Asian woman to be nominated by a major party for the presidency. Former president Donald Trump made history by becoming the oldest person and the first convicted felon to become president. 2024 marked the first presidential election following the historic Dobbs v. Jackson Women’s Health Organization decision in 2022.
Do parties face an electoral penalty when they nominate candidates of colour? We employ a regression discontinuity design using state legislative election data from 2018, 2019, and 2020 to isolate the effect of nominating a candidate of colour on a party's general election performance. Utilising this approach with real-world data heightens external validity relative to existing racial penalty studies, largely supported by surveys and experiments. We find no evidence that candidates of colour are disadvantaged in state legislative general elections relative to narrowly nominated white candidates from the same party. These findings challenge the leading explanations for the underrepresentation of racial/ethnic minority groups, with implications for candidate selection across the United States.
We examine the influence of national politics and changing racial demographics on school board elections. We identify the districts where candidates campaigned on Critical Race Theory, COVID response, or parent control/transparency (what we call “conflict elections”) and examine two related questions. First, what characteristics define school districts that had elections involving these issues? Second, in the places that had conflict elections, how frequently did “conflict candidates” win, and what factors influenced their odds of winning? Utilizing a unique dataset of all school board elections in Wisconsin in 2022, we find that Republican presidential vote share is positively related to both the probability that a school district had a conflict election and that a conflict candidate won. We also find that in communities where the white population declined between 2010 and 2020, there was a higher likelihood that a conflict candidate won compared to communities where the size of the white population grew. Overall, our analysis confirms that school board elections are increasingly mirroring nationalized trends in other elections.
Headlines touted a “wave” of women and minority candidates running in the 2018 elections, leading some to conclude that 2018 was the new “year of the woman” and perhaps “year of the candidate of color” (Lai et al. 2018). In fact, the number of women and candidates of color contesting US House elections was so high in 2018 that for the first time on record, White men were the minority of Democratic House nominees (Schneider 2018). Surveys taken immediately before the 2018 midterm elections indicated that women of color were the “ideal candidates” for Democrats, suggesting a changing voter demand for a more diverse field of candidates (Easley 2018).
In this research note, we explore compare and contrast three methods for measuring race. We utilize as our baseline, or “true”, measure expert coded racial categories, and to this compare two alternatives. The first is a hybrid Bayesian analysis of racial/ethnic surname lists and population distributions, which allow us to develop a race probability score for each candidate. The second is a novel and innovative crowdsourcing method that allows many contributors to classify the racial identity of candidates. We analyze and discuss the potential benefits, pitfalls, and tradeoffs of each method. We conclude with the implications of these new measures for future election research as well as race and politics scholarship more broadly.
Do voters in white districts systematically obstruct minority representation? Despite a great deal of public and scholarly attention, this question remains largely unresolved. We demonstrate that the narrow focus on the relationship between white voters and minority representation is inadequate to understand why we do not see more minority-elected officials in the United States. We use a matching technique to investigate three theoretical perspectives of descriptive representation using a unique dataset from the 2012 general elections for state legislative seats in 14 states, the first elections after the 2010 redistricting process. Our findings challenge the venerable notion that minority candidates consistently underperform in white districts, and complicate our understanding of the political expression of bigotry in the voting booth.
Sound evidence demonstrating what, if any, role the Voting Rights Act (VRA) has played in the impressive gains minorities have made in local office holding over the last 45 years remains in short supply. The present study is motivated by three crucial questions. First, where are gains in minority office holding most apparent, and how are these gains related to the VRA? Second, while studies have noted gains in black representation over time, the question of how the VRA in particular has contributed to these gains remains unclear. Finally, given claims made by opponents of the 2006 legislation reauthorizing the VRA that it was no longer needed, the question of when the VRA has been most efficacious, and if it continues to be relevant, is also salient. Our findings suggest that the VRA has been and continues to be an important tool in ensuring black descriptive representation, particularly in places with a legacy of racial intimidation and discrimination.
Given the large number of cases and considerable institutional and contextual variation across and within local governments, one might assume that the study of local elections is an area already well harvested by political scientists. The truth, however, is that this area of inquiry is relatively unexplored. In fact, to say that a field of study on local elections exists would be a bit of an overstatement. Not only is the literature rather small and not particularly cohesive, but the data collection and methods of analysis are also somewhat primitive, particularly compared to research on state and federal elections. While, on the one hand, this lack of subfield development means that there are many unanswered and even unexplored questions, on the other hand, it means that the possibilities for future research are practically limitless.
