The general editorial plan behind The Collected Papers of Bertrand Russell calls for two parallel series, one concerned with Russell's work on philosophy, logic and mathematics, the other with his less technical contributions in areas such as politics, practical ethics, history and education. Volume 1, sub-titled Cambridge Essays, 1888–99, is in a sense the ancestral volume of both series, for it comprises both technical and non-technical subjects. Russell appears here as diarist, public speaker, political commentator, as well as apprentice philosopher and expert on non-Euclidian geometries. The Collected Papers as a whole will span the more than 80 years of Russell's writings devoted to a formidable range of topics from the personal to the highly abstract but, large as it is, this publishing project will make no attempt to bring together the totality of his writings, since many of these remain in print and are readily available. Instead, the project's distinct emphasis will be on Russell's shorter writings, such as essays, articles, reviews and speeches, which are not so easily located, even when previously published. Grouped together in convenient subdivisions, these papers will chronicle for us Russell's intellectual and social growth to an extent even greater than that attempted by Russell himself in his three-volume Autobiography or in My Philosophical Development, and they will also serve to acquaint us with the thoughts, feelings and attitudes of the venerable figure behind the well-known major books. The project's essential aim, then, is to mine and refine the vast Russell Archives in a way that will yield a permanent foundation of study for anyone, whether mere admirer or life-long scholar, who has any interest in Russell's life and work.

This is the first volume in the Collected Papers which deals exclusively with Russell's non-technical writings and, chronologically, it is the immediate successor of volume 1. Volumes 2 through 7 cover roughly the same span of years as volume 12 (1902–1914) but are devoted to his technical writings on mathematics, logic and philosophy. Of this group, however, only volume 7 has so far been published. The contents of volume 12 are intended to show two contrasting sides of Russell's highly complex character: the contemplative (but nonacademic) side and the active. The latter is much easier to delineate and much more widely known. During 1904, Russell rose to defend traditional Liberal principles of free trade and to assail the British government's protectionist proposals for tariff reform. His various articles, book reviews, critiques and letters to editors are gathered here. Three years later, he campaigned for election to Parliament from Wimbledon as the Women's Suffrage candidate against a staunch anti-suffragist. The outcome was never in doubt, not even to Russell, since Wimbledon was a safe seat for the Conservatives, and in the end Russell lost by a margin greater than 3-to-l, but his fight had been vigorous and had managed to gain national attention.

Anyone interested in the development of analytic philosophy will likely find Russell's Theory of Knowledge a work of great importance in itself; but anyone who, in addition, is fascinated by scholarly mystery and the psychology of philosophers will certainly regard its publication at last, nearly three-quarters of a century after Russell abandoned it unfinished—principally because of the young Wittgenstein's virulent criticisms—as an event nothing short of momentous. Theory of Knowledge may well have played as important a role in Wittgenstein's early work (from the Notebooks to the Tractatus Logico-Philosophicus) as the Tractatus itself did in his later writings—each representing for Wittgenstein an attitude, a philosophical method, and above all a theory of propositions, against which he was driven to react. But it would be a sad irony if renewed interest in Wittgenstein's early work were to eclipse all over again the very piece of writing which helped move him to creative rebellion. Unlike the two previous volumes in the Collected Papers (numbers 1 and 12), which broaden rather than deepen our knowledge of his philosophical growth, Theory of Knowledge deserves to become a standard text in Russell studies. It contains crucial material not found elsewhere in his writings and hence it fills a gap—ironically,, a gap Russell himself created—in what we know of his thought in the years immediately preceding the outbreak of World War I, when his career at Cambridge was at its apogee.
Nature × nurture: Genetic vulnerabilities interact with physical maltreatment to promote conduct problems

Maltreatment places children at risk for psychiatric morbidity, especially conduct problems. However, not all maltreated children develop conduct problems. We tested whether the effect of physical maltreatment on risk for conduct problems was strongest among those who were at high genetic risk for these problems using data from the E-risk Study, a representative cohort of 1,116 5-year-old British twin pairs and their families. Children's conduct problems were ascertained via parent and teacher interviews. Physical maltreatment was ascertained via parent report. Children's genetic risk for conduct problems was estimated as a function of their co-twin's conduct disorder status and the pair's zygosity. The effect of maltreatment on risk for conduct problems was strongest among those at high genetic risk. The experience of maltreatment was associated with an increase of 2% in the probability of a conduct disorder diagnosis among children at low genetic risk for conduct disorder but an increase of 24% among children at high genetic risk. Prediction of behavioral pathology can attain greater accuracy if both pathogenic environments and genetic risk are ascertained. Certain genotypes may promote resistance to trauma. Physically maltreated children whose first-degree relatives engage in antisocial behavior warrant priority for therapeutic intervention.

Besides being an indispensable amino acid for protein synthesis, arginine (Arg) is also involved in a number of other physiological functions. Available data on the quantitative requirement for Arg in different teleosts appear to show much variability. So far, there are very limited data on the maintenance requirements of indispensable amino acids (IAA) in fish. In the present study, we compared N and Arg requirements for maintenance and growth of four finfish species: rainbow trout (Oncorhynchus mykiss), turbot (Psetta maxima), gilthead seabream (Sparus aurata) and European seabass (Dicentrarchus labrax). Groups of fish having an initial body weight close to 5–7 g were fed semi-purified diets containing graded levels of N (0 to 8 % DM) and Arg (0 to 3 % DM) over 4 to 6 weeks. For each species, N and Arg requirements for maintenance and for growth were calculated regressing daily N gain against daily N or Arg intakes. N requirement for maintenance was estimated to be 37·8, 127·3, 84·7 and 45·1 mg/kg metabolic body weight per d and 2·3, 2·2, 2·6 and 2·5 g for 1 g N accretion, in rainbow trout, turbot, gilthead seabream and European seabass respectively. The four species studied appear to have very low or no dietary Arg requirements for maintenance. Arg requirement for g N accretion was calculated to be 0·86 g in rainbow trout and between 1·04–1·11 g in the three marine species. Turbot required more N for maintenance than the other three species, possibly explaining its reputedly high overall dietary protein requirement. Data suggest a small but sufficient endogenous Arg synthesis to maintain whole body N balance and differences between freshwater and marine species as regards Arg requirement. It is worth verifying this tendency with other IAA.

The numerical action variational method (NAM) is an elegant, non-chaotic technique for calculating the trajectories of gravitating systems in a cosmological context. It has been used extensively for establishing orbits of Local Group galaxies in a series of papers (Peebles 1989, 1990, 1994, 1995) and for the Local Supercluster (Shaya, Peebles, & Tully 1995).
Our repertoir of tools include code that holds present distances constant and predicts possible redshifts, one that holds present redshifts constant and predicts possible distances, and one that varies masses of each mass tracer and simultaneously satisfies both distance and redshift.
Our results indicate a Ω0 = 0.2, a mass-to-light ratio of field galaxies in the range of 100 M⊙/L⊙ in blue light (t0 = 11 Gyr with no cosmological constant), but for the Virgo Cluster, the value is 6 or 7 times higher. The higher values of Ω0 determined from using the IRAS galaxy distributions may be a result of under weighting this important mass component of the universe plus a poor correlation between cluster and field galaxy distributions.

There are a subtantial number of galaxies in the Virgo southern extention just beyond the Virgo Cluster which are blueshifted with respect to the cluster and a lesser number of galaxies slightly nearer than the Virgo Cluster which are redshifted with respect to the cluster. These galaxies must be falling into the cluster. We are able to model the observed infall motions by following the collapse of spherical shells with the Friedmann equations in a closed universe. A family of mass-age solutions provide satisfactory fits to the observations.

G. E. Moore's ‘A Defence of Common Sense’ has generated the kind of interest and contrariety which often accompany what is new, provocative, and even important in philosophy. Moore himself reportedly agreed with Wittgenstein's estimate that this was his best article, while C. D. Broad has lamented its very great but (for him) largely unfortunate influence. Although the essay inspired Wittgenstein to explore the basis of Moore's claim to know many propositions of common sense to be true, A. J. Ayer judges its enduring value to lie in provoking a more sophisticated conception of the very type of metaphysics which disputes any such unqualified claim of certainty.
