Since the establishment of the People's Republic of China in 1949, language management has been a central activity of the party and government, interrupted during the years of the Cultural Revolution. It has focused on the spread of Putonghua as a national language, the simplification of the script, and the auxiliary use of Pinyin. Associated has been a policy of modernization and terminological development. There have been studies of bilingualism and topolects (regional varieties like Cantonese and Hokkien) and some recognition and varied implementation of the needs of non-Han minority languages and dialects, including script development and modernization. Asserting the status of Chinese in a globalizing world, a major campaign of language diffusion has led to the establishment of Confucius Institutes all over the world. Within China, there have been significant efforts in foreign language education, at first stressing Russian but now covering a wide range of languages, though with a growing emphasis on English. Despite the size of the country, the complexity of its language situations, and the tension between competing goals, there has been progress with these language-management tasks. At the same time, nonlinguistic forces have shown even more substantial results. Computers are adding to the challenge of maintaining even the simplified character writing system. As even more striking evidence of the effect of politics and demography on language policy, the enormous internal rural-to-urban rate of migration promises to have more influence on weakening regional and minority varieties than campaigns to spread Putonghua. Overall, linguists and a strongly developed cadre of sociolinguists have played a useful role, but the driving force has been the Communist leadership.
Two distinct negation markers compete in Malay/Indonesian verbal clauses. I argue that one (also used to negate nominal predicates) is a marker of ‘external’ (sentential) negation, while the other is a marker of ‘internal’ (predicate) negation. This contrast is demonstrated by striking differences in syntactic distribution and scopal properties. In verbal clauses the marker of predicate negation is the default, while the marker of sentential negation is allowed only in certain pragmatically determined contexts. These contexts include: (i) contrastive sentences, (ii) marked narrow focus, and (iii) metalinguistic negation. External negation in Malay is restricted to ‘root clauses’; I suggest that this is due to its echoic character.
This article analyzes the sociophonetic dynamics of the acquisition of a prestige variety of English in post-apartheid South Africa. New economic and educational opportunities have seen the rapid growth of a Black middle class, whose younger members have increasingly come into contact with what used to be ‘(L1) White South African English’. The article documents the differences among younger Black peoples’ English from the traditional L2 of their parents’ generation, via acoustic analyses of two sets of variables: schwa as a full vowel, and neutralizations of vowel length. At the same time there is considerable internal difference among younger Black speakers in relation to social class and gender. The finding that young Black women are in the lead in acquiring the prestige variety is triangulated with a perception experiment and citations from commentaries in the press and young peoples’ own attitudes.
Recent research has shown that a distinct variety of American Sign Language, known as Black ASL, developed in the segregated schools for deaf African Americans in the US South during the pre-civil rights era. Research has also shown that in some respects Black ASL is closer than most white varieties to the standard taught in ASL classes and found in ASL dictionaries. This article explores the circumstances that resulted in the creation of a distinct ASL variety, with attention to the role of language in education policy in both the white and Black Southern schools for the deaf. Archival research shows that while white deaf students were long subjected to oral instruction and forbidden to sign in class, Black students, although their severely underfunded schools provided only basic vocational education, continued to receive their education in ASL, with classes often taught by deaf teachers. The differences in language education policy explain the difficulties Black students experienced in understanding their teachers and white classmates after integration occurred, despite great resistance, in the 1960s and 1970s, as well as the fact that Black signers from the South, particularly older Black signers, are more likely than their white counterparts to use traditional features.
Many properties of languages, including sign languages, are not uniformly distributed among items in the lexicon. Some of this nonuniformity can be accounted for by appeal to articulatory ease, with easier articulations being overrepresented in the lexicon in comparison to more difficult articulations. The literature on ease of articulation deals only with the active effort internal to the articulation itself. We note the existence of a previously unstudied aspect of articulatory ease, which we call REACTIVE EFFORT: the effort of resisting incidental movement that has been induced by an articulation elsewhere in the body. For example, reactive effort is needed to resist incidental twisting and rocking of the torso induced by path movement of the manual articulators in sign languages. We argue that, as part of a general linguistic drive to reduce articulatory effort, reactive effort should have a significant effect on the relative frequency in the lexicon of certain types of path movements. We support this argument with evidence from Italian Sign Language, Sri Lankan Sign Language, and Al-Sayyid Bedouin Sign Language, evidence that cannot be explained solely by appeal to constraints on bimanual coordination. As the first exploration of the linguistic role of reactive effort, this work contributes not only to the developing field of sign language phonetics, but also to our understanding of phonetics in general, adding to a growing body of functionalist literature showing that some linguistic patterns emerge from more fundamental factors of the physical world.
In weight-sensitive languages, stress is influenced by syllable weight. As a result, heavy syllables should attract, not repel, stress. The Portuguese lexicon, however, presents a case where weight seems to negatively impact stress: antepenultimate stress is more frequent in light antepenultimate syllables than in heavy ones. This pattern is phonologically unexpected and appears to contradict the typology of weight and stress: it is a case where lexical statistics and the grammar conflict. Portuguese also contains gradient, not categorical, weight effects, which weaken as we move away from the right edge of the word. In this article, I examine how native speakers' grammars capture these subtle weight effects, and whether the negative antepenultimate weight effect is learned or repaired. I show that speakers learn the gradient weight effects in the language, but do not learn the unnatural negative effect. Instead, speakers repair this pattern and generalize a positive weight effect to all syllables in the stress domain. This study thus provides empirical evidence that speakers may not only ignore unnatural patterns, but also learn the opposite pattern.
Spoken language has a well-known drive for ease of articulation, which Kirchner (1998, 2004) analyzes as reduction of the total magnitude of all biomechanical forces involved. We extend Kirchner's insights from vocal articulation to manual articulation, with a focus on joint usage, and we discuss ways that articulatory ease might be realized in sign languages. In particular, moving more joints and/or joints more proximal to the torso results in greater mass being moved, and thus more articulatory force being expended, than moving fewer joints or moving more distal joints. We predict that in casual conversation, where articulatory ease is prized, moving fewer joints should be favored over moving more, and moving distal joints should be favored over moving proximal joints. We report on the results of our study of the casual signing of fluent signers of American Sign Language, which confirm our predictions: in comparison to citation forms of signs, the casual variants produced by the signers in our experiment exhibit an overall decrease in average joint usage, as well as a general preference for more distal articulation than is used in citation form. We conclude that all language, regardless of modality, is shaped by a fundamental drive for ease of articulation. Our work advances a cross-modality approach for considering ease of articulation, develops a potentially important vocabulary for describing variations in signs, and demonstrates that American Sign Language exhibits variation that can be accounted for in terms of ease of articulation. We further suggest that the linguistic drive for ease of articulation is part of a broader tendency for the human body to reduce biomechanical effort in all physical activities.
Two weaknesses of Ambridge, Pine, and Lieven's (AP&L) argument against Universal Grammar are discussed in this commentary. First, their article treats the prosodic bootstrapping hypothesis (PBH) as a nativist theory, but PBH is entirely neutral with respect to the nativism-empiricism debate. Additional discussion of the plausibility of PBH is presented. Second, the rigor that AP&L direct toward nativist ideas must also be directed at empiricist claims. An understanding of how children acquire language will require nativist ideas, empiricist ideas, and ideas that are neutral on this dimension.
Distinguishing cognitive influences from historical influences on human behavior has long been a disputed topic in behavioral sciences, including linguistics. The discussion is often complicated due to empirical evidence being consistent with both the cognitive and the historical approach. This article argues that phonology offers a unique test case for distinguishing historical and cognitive influences on grammar, and it proposes an experimental technique for testing the cognitive factor which controls for the historical factor. The article outlines a model called CATALYSIS for explaining how learnability influences phonological typology and presents experiments that simulate this process. Central to this discussion are unnatural phonological processes, that is, those that operate against universal phonetic tendencies and require complex historical trajectories in order to arise. By using statistical methods for estimating historical influences, mismatches in predictions between the cognitive and historical approaches to typology can be identified. By conducting artificial grammar learning experiments on processes for which the historical approach makes predictions that differ from those of the cognitive approach, the experimental technique proposed in this article controls for historical influences while testing cognitive factors. Results of online and fieldwork experiments on two languages, English and Slovenian, show that subjects prefer postnasal devoicing over postnasal fricative occlusion and devoicing in at least a subset of places of articulation, which aligns with the observed typology. The advantage of the proposed approach over existing experimental work is that it experimentally confirms a link between synchronic preferences and typology that is most likely not influenced by historical biases. Results suggest that complexity avoidance is the primary influence cognitive bias has on phonological systems in human languages. Applying this technique to further alternations should yield new information about those cognitive properties of phonological grammar that are not conflated with historical influences.
Salikoko Mufwene's (2017) ‘Language vitality’ ranges across many topics related to language endangerment and loss (LEL). In this response, I agree that linguists do need a theory of the reasons LEL occurs, if we are to be effective in aiding communities with language maintenance and revitalization. I argue that there IS an existing, important literature on language loss and language revitalization and reclamation. Finally, I argue that there is good reason to believe that indigenous minority language endangerment is worth considering as a distinct category of LEL.
In this article, we analyze the nature and origin of a new WH-question strategy employed by young speakers of Labourdin Basque. We argue that this new strategy implies a parametric change: while Basque has always been a bona fide WH-movement language, these new constructions are instances of WH-in-situ and display the syntactic and semantic properties and patterns of in-situ WH-questions in French. We analyze the emergence of this new strategy as being due to the combination of three factors: (i) the abundance of structurally ambiguous WH-questions in the primary linguistic data, (ii) the change in the sociolinguistic profile of bilingual Basque-French speakers, and (iii) an economy bias for movementless derivations.
