Fighting corruption is a vital aspect of good governance. When assessing government performance voters should thus withdraw electoral support from government parties that turn a blind eye to or even engage in corrupt practices. Whereas most accounts of performance-based voting focus on economic outcomes, we analyse whether and to what extent voters punish incumbents for high levels of corruption. Using data from the Comparative Study of Electoral Systems, we find that while voters perceiving high levels of corruption punish incumbents, corruption performance voting depends on individual-level attributes and the electoral context: it is most likely for non-partisans, for voters who believe that government turnover will bring about change, and in systems where corruption is a salient issue. Yet, corruption performance voting is not moderated by the clarity of political responsibility. Studying these conditions helps us to understand why corruption is more persistent in some contexts than in others.

This paper investigates the position of social democratic parties (SDPs) towards antitrust (competition) policy. Given their traditional state-interventionist attitude and their ties with organized labour, SDPs have long been considered as not supportive of antitrust policy. However, antitrust policy’s goal of granting consumers lower prices is beneficial to salary earners. Hence, it is not surprising that SDPs’ support for antitrust policy varies considerably. To account for such variation, this paper hypothesizes that SDPs’ support for antitrust policy depends on: (a) the influence of trade unions; (b) the electoral system; and (c) the degree of coordination of the economy. Analysing in depth 16 party manifestos of West European SDPs from 2002 to 2013, we check the plausibility of our hypotheses with seven paired comparisons. Our analysis supports the hypothesis that the influence of trade unions affects SDPs’ support for antitrust policy, while the impact of electoral system and economic coordination appears less evident.

Radical left parties (RLP) have been significant actors in many Western European party systems since the expansion of mass democracy. In some cases, they have been very relevant forces in terms of popular support. Despite this fact, they have not received a great deal of attention in past decades from a comparative perspective. Through examination of the role of an important set of factors, this article provides, for the first time, a cross-national empirical account of the variation in voting for RLPs across Western Europe, based on individual-level data. It evaluates the effect of key socio-demographic and attitudinal individual-level variables on the RLP vote. The findings point to the continuing relevance of some social and political factors traditionally associated with votes for RLPs, and to the relevance of attitudinal variables.

Is international migration a threat to the redistributive programmes of destination countries? Existing work is divided. This paper examines the manner and extent to which increases in immigration are related to welfare state retrenchment, drawing on data from 1970 to 2007. The paper makes three contributions: (1) it explores the impact of changes in immigration on social welfare policy over both the short and medium term; (2) it examines the possibility that immigration matters for spending not just directly, but indirectly, through changes in demographics and/or the labour force; and (3) by disaggregating data on social expenditure into subdomains (including unemployment, pensions, and the like), it tests the impact of immigration on different elements of the welfare state. Results suggest that increased immigration is indeed associated with smaller increases in spending. The major pathway is through impact on female labour force participation. The policy domains most affected are ones subject to moral hazard, or at least to rhetoric about moral hazard.

This article analyses whether the European Union’s (EU) Stability and Growth Pact (SGP) has been underpinned by a policy paradigm. In doing so, it seeks to contribute to the debate on the existence and importance of paradigms in policy-making. It uses a causal mapping technique to reconstruct the beliefs behind three key policy documents in the SGP’s development, assessing to what extent these beliefs conform to two dominant economic policy paradigms. The analysis shows that the policy beliefs behind the SGP have been a mixture of economic policy paradigms, in which the emphasis placed on each paradigm has changed over time. This implies that internally coherent mixtures of policy paradigms are possible. This is likely also to be the case in many other areas of (EU) policy-making. Our findings have important implications for the debate on policy-change, as they suggest that paradigmatic change is likely to proceed more through gradual changes within mixes of paradigms than through radical paradigm shifts.

In spite of the recent increase in dual citizenship, there are widespread fears that this double status undermines loyalty towards the state, understood as identification with and political participation in the country of residence. We analyze whether there are systematic differences between dual citizens, mono citizens, and foreign residents in this respect, based on data from a 2013 survey of dual citizens in Switzerland with very different migration backgrounds. The results reveal that controlling for migration-related and socio-demographic factors, dual citizens are more loyal in many respects than foreign residents, but there are no significant differences between dual citizens and mono citizens in their level of identification with Switzerland and political participation there. They are even more likely than mono citizens to participate in serving its interests. In addition, there is no trade-off between these forms of loyalty to the country of residence and identification and political participation in the country of descent. On the contrary, they are positively related. Transnational loyalties seem to co-exist or even to be mutually reinforcing. Thus, dual citizenship does not seem to diminish loyalty to the country of residence and countries therefore do not stand to lose anything by allowing it.

How do China, Russia, and the European Union (EU) facilitate or hinder political liberalization in Belarus? In this paper, using the qualitative case study method, I primarily highlight the competition that the EU faces with the Russian active autocracy promotion in Belarus. The EU provides aid only in exchange for promise of democratic and economic reforms, which might be very costly and danger the persistence of ruling elites. Russia, at the same time, offers economic and diplomatic support to Belarus, which is, however, conditioned by privatization of the Belarusian strategic assets in favor of Russian stakeholders. I also claim that China, with growing international ambitions, passively supports autocracy in Belarus, by providing financial aid without interfering with internal political affairs. For Belarus, whose leadership still enjoys legitimation by a large part of the population due to the economic stability, losing major state enterprises might weaken sovereignty. Thus, diversification of economic partners is of crucial importance for Belarus. I argue that Belarusian ruling elites may have found an escape away from democratic and autocratic pushes from the EU and Russia, respectively, by increasing linkages with China. To promote effectively democracy in its neighborhood, the EU ought to reconsider interactions with external non-democratic actors. The paper concludes by providing some policy recommendations for the EU.

A strong correlation exists between inequality and religion, such that societies marked by high inequality are more religious than those with more egalitarian income distributions. What explains this correlation? Insecurity theory argues that high inequality generates intense insecurities, leading the poor to seek shelter in religion for both psychological and material comfort. This article develops an alternative perspective that reverses the chain of causality. It argues that religious institutions and movements frequently resist both the centralization of state power and socialist efforts to organize the working class. As a result, powerful religious movements constrain state-led efforts to provide social protection, increasing income inequality. Analysis of the historical record and contemporary data from 19 Western democracies reveals strong evidence that past periods of church-state conflict shaped the size and structure of welfare state institutions and, by extension, contemporary patterns of inequality.

Many judicial scholars argue that judicial dissent stems from partisanship or political differences among judges on courts. These arguments are evaluated using the variation in political backgrounds on a constitutional court, Chile’s Constitutional Tribunal, using case-level and vote-level data from 1990 until 2010. The analysis shows that the rate of dissent rises after major reforms to the powers and judicial selection mechanism of the Tribunal in 2005 and that the dissent rate corresponds to periods of greater partisanship on the court. Further, decisions regarding the unconstitutionality of laws intensify the propensity to dissent at both the case and judge level. In further examination of variation across judges’ voting records, judges who have identifiable partisan associations of any kind are generally more likely to dissent than those with limited political backgrounds.

Does supranational identity have an independent effect on individuals’ beliefs about culturally contested issues in their national systems? This article demonstrates that self-categorization in the supranational realm – a seemingly unrelated category to domestic value cleavages – has implications for individuals’ views on cultural issues. Traditional theories of international norm diffusion focus almost exclusively on state-level interactions, but our findings provide further evidence to the existence of a more direct mechanism through which norms reach some citizens. A sense of identification with a supranational entity such as Europe makes citizens more likely to espouse the views and opinions promoted by supranational organizations. We use the European Values Study to examine whether supranational identity is associated with socially liberal preferences. Results from the multi-level models indicate that supranational identity exerts a systematic effect on attitudes toward lesbian, gay, bisexual, and transgender rights and gender equality. Additionally, while these effects are more consistent in EU member states, supranational identity exhibits a similar impact on social attitudes in non-EU countries such as those in the former Soviet Union.

Turnout among young adults has declined steadily in various advanced industrial democracies in recent decades. At the same time, as a consequence of delayed transitions to adulthood, many life-cycle events considered important for the development of electoral participation are experienced later in life. These combined trends call for a revaluation of the political life-cycle model and the way in which it explains voter turnout among young adults. More specifically, in this paper it is argued that variation in the timing of life events has been overlooked as an explanatory factor of generational differences in young adults’ propensity to turn out to vote. With accumulating evidence that the decision to vote is to some extent habitual, a lack of life experiences may cause young adults to form the habit to abstain rather than to vote. If the mechanisms of the life-cycle model are indeed correct, later maturation should at least partially explain why young adults these days are less inclined to vote than their parents or grandparents in their younger years. Based on the British Election Studies from 1964 to 2010, the findings of this study confirm generally observed patterns of a delayed assumption of adult roles by young citizens. This trend toward later maturation negatively affects turnout levels of young citizens. If maturation levels had remained at pre-war levels, the average turnout among Britain’s post-seventies generation would have been no less than 12 percentage points higher.

Policy issues compete for the attention of political actors, and the size of the agenda an issue can occupy is largely determined by the way in which it is defined. This logic constitutes a simple agenda-setting model in which factors related to the participants in the policy process and their context influence the attention a single issue receives after being problematised. In order to be able to apply this model to the construction of a whole agenda, we need to add an intermediate step. This study proposes to do so by incorporating the notion of issue character and offers an empirical application of the adapted model to the European Council, a crucial informal player in European Union (EU) agenda setting. Using a dimensionality reduction technique, the composition of the agenda is broken down to two constitutive dimensions – core vs. non-core themes of government and economic vs. non-economic character. Since the first structuring element is in line with existing knowledge and the role expectations for the European Council, the analysis concentrates on the second type. Changing saliency levels of the economic issue character of the agenda are used as a dependent variable in a model, including predictors related to the nature of the institution and contextual factors. The results show that leftist European Council party ideology and growing government deficit in the EU contribute to the increasing prominence of the economic dimension, which in turn explains rising levels in attention to various issues, especially of the non-core themes type.

Political parties matter for government outcomes. Despite this general finding for political science research, recent work on public policy and agenda-setting has found just the opposite; parties generally do not matter when it comes to explaining government attention. While the common explanation for this finding is that issue attention is different than the location of policy, this explanation has never truly been tested. Through the use of data on nearly 65 years of UK Acts of Parliament, this paper presents a detailed investigation of the effect parties have on issue attention in UK Acts of Parliament. It demonstrates that elections alone do not explain changes in the distribution of policies across issues. Instead, the parties’ organizations, responses to economic conditions, and size of the parliamentary delegation influence the stability of issue attention following a party transition.

This paper scrutinizes the impact of intolerance toward diverse ethnic, religious, and cultural groups on an individual’s willingness to actively engage in non-violent protest. Following new insights, we examine the individual as well as the ecological effect of social intolerance on protest behavior. Drawing from insights of social psychology and communication science, we expect that the prevalence of intolerance reinforces the positive effect of individual-level intolerance on protest participation. From a rational choice perspective, however, a negative moderating effect is expected, as the expression of opinions becomes redundant for intolerant individuals in an intolerant society. We base our multilevel analyses on data from the World Values Surveys covering 32 established democracies. Our results reveal that intolerance leads to more non-violent protest participation. This relationship, however, is strongly influenced by the prevalence of intolerance in a country.

In light of the instability of several Central Eastern European democracies following their accession to the European Union, most dramatically embodied by the ‘constitutional revolution’ taking place in Hungary since April 2010, this paper offers a critical reading of the dominant, rational-institutionalist model of democratic consolidation. Drawing on the Hungarian case, it argues that the conditions set out by this model are insufficient for ensuring a democratic regime against erosion. On this basis, the paper considers additional elements to understand Fidesz’s reforms: the importance of deeper commitments to democracy among the leadership of mainstream parties, and the pivotal role of party strategies of citizen mobilization in the consolidation of young democracies. Drawing on these insights, the paper argues for approaching democratic consolidation as an agent-led process of cultural change, emphasizing the socializing role of mainstream parties’ strategies of mobilization in the emergence of a democratic political culture. The last section concludes with methodological and empirical considerations, outlining a three-fold agenda for future research.

A popular claim made by criminologists argues that globalization has created a general punitive turn in Western industrialized countries and led to much harsher law and order policies. The present paper challenges this view and adds to the literature in two respects as follows: first, it presents empirical evidence that substantial differences in law and order policies remain between Western industrialized countries even when law and order policy is measured in a much more finely grained manner than previously. Second, the paper provides empirical evidence for a persisting influence of the partisan ideology of governments and the party system characteristics of a country on its law and order policies: whereas the general trend of increasing economic globalization may well set the overall tone, this impact is conditioned by national political and institutional settings – and the ideology of the government as well as the party system in particular.

This article argues for the assessment of deliberative mini-publics as a dynamic part of a wider deliberative system. The approach draws primarily on Dryzek’s (2009) deliberative capacity building framework, which describes the democratic process as ideally involving authentic deliberation, inclusiveness in the deliberative process, and consequentiality or deliberation’s influence on decisions as well as positive impact on the system. This approach is illustrated using the comparative assessment of two mini-public case studies: the Australian Citizens’ Parliament and Italy’s Iniziativa di Revisione Civica (Civic Revision Initiative). The application of deliberative capacity as a standard for evaluating mini-publics in systemic terms reveals differences between the cases. The deliberative capacity of both cases overlap, but they do so for different reasons that stem from the interconnections between their specific designs and other components of the deliberative system.

Current theories on institutional change tend to interpret it either as the result of long-term gradual trends, or of disrupting shocks following periods of punctuated equilibrium. Less is known about the moments in which change is more frequent. Focusing on the short-term determinants of reforms of core democratic rules in consolidated democracies, the article shows that proximate shifts in the electoral arena have a distinctive impact on the number of institutional reforms that are adopted in a legislature. Using the empirical and theoretical findings of the literature on electoral reform, the article develops a model tested in statistical analyses aggregating a large sample of institutional reforms in Western European democracies between 1990 and 2010. The results show that rising electoral uncertainty measured by volatility, and the change of preferences of the actors in power measured by the advent of new forces in government lead to the adoption of more institutional reforms. These results appear consistent when some categories of reform are added or subtracted, giving confidence that this model can be applied to a wide range of institutional reforms.
