The central role of the Israeli Supreme Court as a policy maker can be primarily explained by the strategic calculations of many groups in Israeli society. The atmosphere of an alternative political culture (quasi-exit behavior) is a necessary condition for this situation. The views and attitudes of specific judges, which explain the degree of judicial activism, create the sufficient conditions for judicial activism.
