The town of Namie is the largest in both area and population among eight towns and villages within Futaba Country in Fukushima Prefecture. At the time of the Great East Japan Earthquake in March 2011 that precipitated the Fukushima Daiichi Nuclear Disaster, the town's population was 18,464. Although Namie is located just 11.2 km from the nuclear power plants, it took four days from the explosion of the power plants before Tokyo issued an evacuation order. The government's belated order was consonant with its decision to withhold information on radiation levels provided by SPEEDI (System for Prediction of Environmental Emergency Dose Information) in order to avoid “public panic.” Consequently, many residents of Namie as well as other neighboring villages and towns were exposed to high radiation. On April 15 2012, the town of Namie asked the Japanese government to provide free heath care for its residents, including regular medical check-ups to monitor the internal radiation exposure and thyroid examinations. The evacuated government of Namie obtained a monitoring device and installed it in temporary housing in Nihonmatsu City, Fukushima where many evacuees were relocated. On April 1, 2017, the central government lifted one set of restrictions on one zone—areas in which people were permitted to enter freely but were not allowed to stay overnight—and another on a second zone—where access was limited to short visits—based on its judgment that decontamination work had successfully removed radioactive contaminants from the areas. Since the termination of the evacuation order, the government has been encouraging residents to return to those areas although only 1-2% of the residents, mostly senior citizens, have returned so far and a recent poll indicates that less than a quarter of the population intends to return in the future. In this regard, Namie is no different from other towns and villages in that the so-called return policy remains a de facto failure and the former residents simply do not trust or refuse to follow the central government's “reconstruction” programs. At the same time, local governments have been thrown into extremely difficult situations where they have no choice but to go along with the “return policy.”
Suzuki Yūichi (56) was born to a farming family in Namie, Fukushima in 1960. Namie was one of the areas most devastated by the Fukushima Daiichi nuclear disaster, as well as the Tōhoku earthquake and tsunami of March 11, 2011. Besides 565 deaths from the earthquake/tsunami, because the town was located within the 20 kilometer exclusion zone around the damaged nuclear power plant, the entire town was evacuated on March 12. The government of Namie continued to operate in Nihonmatsu-city 39 kilometers from Namie. At the time of the nuclear accident, Mr. Suzuki was working in the Citizens' Affairs Division of Namie and was immediately assigned to the Disaster Management Division established to assist citizens in finding missing family members, locating temporary housing, and evacuating families. Suzuki was subsequently responsible for decontamination efforts, return policies, and establishing clinics for prospective returnees. In the summer and the winter of 2016, I visited Namie with my colleagues Professor Yoshihiro Amaya of Niigata University and Yoh Kawano, a PhD candidate at UCLA, to interview Mr. Suzuki. Mr. Suzuki contends that the majority of former residents of Namie are unlikely to return to the town even after the Japanese government lifts the restriction on residency in certain areas on March 31, 2017.
This brief essay aims to interpret the fourth chapter “In the Human World” of Zhuangzi by analyzing the seven fables in philosophical terms. The seven fables can be divided into two groups: the first three are concerned with how to be useful (youyong zhi yong 有用之用); the following four with “the use of the useless” (wuyong zhi yong 无用之用). From those two groups of fables, two different ways of life are identified in relation to the world. Zhuangzi's choice between them can be revealed in light of his art of speaking.
The Hmu language is spoken by approximately 1,250,000 people who reside in Qiandongnan Miao and Dong Autonomous Prefecture (黔东南苗族侗族自治州), Guizhou Province (贵州省), the People's Republic of China (Wang & Mao 1995: 3–4; Lewis, Simons & Fenning 2016).
Access challenges for China researchers have increased, including for online research. This paper focuses on one subset of such challenges: policy documents. As no studies have to date analysed variation in data availability over time, researchers studying official documents risk conflating variation in transparency with actual policy change. This paper analyses missingness and finds that publication of policy documents under China's “open government information” initiative increased until the mid-late 2010s but then began to decrease. A key determinant of policy transparency is whether a document is related to citizens’ daily lives, as opposed to national security. Furthermore, nearly 20 per cent of policy documents become unavailable two years after their publication. The paper concludes with a discussion on how to mitigate these challenges.
This article examines the institutionalization of online consultation, a prominent instrument of governance reform in contemporary China in which government organizations make public draft laws and regulations and solicit input from interested parties prior to finalizing decisions. The article specifically analyses the extent to which online consultation is a durable governance reform that enhances transparency and participation in policymaking. The analysis focuses on the Ministry of Commerce (MOC) and Guangzhou Municipal Government (GMG), leading organizations in the implementation of online consultation. Through the analysis of original datasets consisting of hundreds of policies proposed by the MOC and GMG and thousands of comments submitted in response to these drafts, the article demonstrates that online consultation has institutionalized government transparency but has not consistently enhanced public participation. Although online consultation has the potential to transform policymaking, the evidence suggests that strong confidence in this possibility is not warranted.
The present article aims to answer the question of whether creativity is universal or culture-specific. We develop a conceptual framework that expands the existing knowledge in two ways. First, it distinguishes between the two dimensions of creativity – novelty and usefulness, and their relationship to culture. Second, it clarifies how the social context moderates the relationship between culture and creativity. We focus on the social context where cultural differences are likely to be more salient because of the presence of others, relative to the private work context where no one observes whether a person performs in a normative or a unique way. In addition, we propose that task structure, whether a task is tightly or loosely structured, is an important contextual characteristic that moderates the relationship between culture and creativity. Lastly, we offer several propositions to guide future research.
This study explores an emerging yet under-researched group within the Chinese bureaucratic system: grassroots female civil servants. Although there is a growing focus in academia on female officials in China, existing research mainly concentrates on the gender representation and career pathways of high-ranking female officials. This research delves into the work and life choices faced by female civil servants in local governments. Despite official discourse advocating for gender equality, interviews with 21 female public servants from a poverty-stricken county in northern China reveal that the demands of local government work and gender norms impose a double burden on them. Although the civil service is known for its stability, these women often have to put in extra effort into demanding and exhausting jobs, frequently sacrificing promotion opportunities to balance family and caregiving responsibilities. However, they seldom express dissatisfaction with this situation, reflecting the entrenched nature of gender role perceptions. This study provides a new explanation for the underrepresentation of female officials at higher levels from a grassroots perspective and reveals the impact of overloaded bureaucratic work on career mobility.
Scholarly work in the 1990s indicated that the values of civil servants in late colonial Hong Kong were evolving from those of classical bureaucrats to those of more political bureaucrats as the political and social environment changed. Based on in-depth interviews with 58 politicians and senior civil servants carried out between 2009 and 2012, we argue that Hong Kong civil service values have adapted owing in part to external shocks such as regime change and governance reform. Still, traditional civil service values such as fiscal prudence and balancing various community interests continue to be prominent. We illustrate the influence of civil service values in two policymaking cases: small-class teaching and minimum-wage legislation.
As part of a broader direction of welfare and governance reforms, China has launched a policy to contract welfare services out to social organizations. Scholars have explored the implementation of the policy in a few socioeconomically advanced cities such as Guangzhou, Shenzhen and Shanghai. In this article, we examine how local governments lacking nongovernmental services suppliers or resources for contracting respond to the policy. We developed a framework of multiple logics to analyse services contracting in a county-level city in eastern China. We found that local officials follow three logics in implementing the policy: to meet the central state's targets, to balance policy outcomes and risks, and to stimulate a more participatory society. This generates a mix of policy behaviour, including entrepreneurialism, welfarism, innovation, risk-sharing and collaboration. We thus argue the interplay of the logics determines the local policy process of services contracting in China.
This study analyses the intricate relationship between sanction-based accountability and bureaucratic shirking. Drawing on an original survey conducted among Chinese civil servants, it addresses the question of whether sanction-based accountability can effectively regulate the conduct of public officials and provide a cure for bureaucratic shirking. The study identifies the characteristics of shirking behaviour in the Chinese bureaucracy and distinguishes three major patterns: evading responsibility, shifting responsibility and reframing responsibility. The findings indicate that sanction-based accountability may contain some obvious and notorious slacking types of behaviour, such as stalling and inaction, but government officials may distort or reframe their responsibilities to cope with accountability pressure. Empirical evidence suggests that owing to some “strategic” adjustments in bureaucratic behaviour, flagrant shirking is replaced by more subtle ways of blame avoidance, such as playing it safe or fabricating performance information. Sanction-based accountability therefore does not offer a panacea for bureaucratic shirking.
This article argues that manufacturing policies of Chinese local governments have provided an important corrective to some of the weaknesses inherent in the central government's indigenous innovation framework, most importantly its inattention to the importance of advanced manufacturing capabilities for innovation. Based on an original dataset of over one hundred executive interviews conducted with 43 Chinese wind and solar firms, I identify both central government R&D funding and continued local government support for manufacturing as critical factors in enabling innovation among China's renewable energy firms. In particular, this article shows that firms have utilized a combination of both central and local government policies to establish unique engineering capabilities required for innovation in commercialization and scale-up to mass production. The findings suggest that continued local government support for the manufacturing economy has not undermined central government innovation policies, but has (1) broadened the range of resources available to entrepreneurial firms and (2) enabled new options for industrial upgrading that are outside the conceptualization of innovation underlying the central government's indigenous innovation framework.
In masked priming lexical decision tasks in alphabetic or syllabic script languages, latencies are longer when a word target is primed by a higher frequency neighbor (e.g., blue–BLUR) than when primed by an unrelated word of equivalent frequency (e.g., care–BLUR) – an “inhibitory neighbor priming effect.” In contrast, Zhou et al. (1999) demonstrated facilitatory orthographic neighbor priming for two-character Chinese words (e.g., 华丽–华贵). However, Zhou et al. did not control for relative prime-target frequency, which has been shown to be important in experiments when examining languages with other scripts. In the present Experiment 1 word neighbor primes (e.g., 容易-容貌) produced an inhibitory neighbor priming effect when the prime was higher frequency than the target, paralleling effects in other script languages. In further experiments, paralleling those in other script languages, two-character targets primed by nonword neighbors (容待-容貌) or single constituent characters matching the target in either position (容-容貌) showed significant facilitation. These results suggest that lexical activation/competition processes for two-character Chinese words are reasonably similar to those for words in alphabetic/syllabic script languages.
Why do provincial governments change policy, even when those policies have proven successful? This paper explores a debate regarding the determinants of provincial policy choice and the degree of discretion provinces are permitted in this area. It does so by scrutinizing the shift in Guizhou's development policy from a poverty reduction orientation to a wholehearted pursuit of economic growth, urbanization and industrialization. In contrast to those who argue that central experience, prospects for promotion or local conditions are key factors explaining policy choice, the paper concludes that Guizhou's shift in policy had more to do with the backgrounds and experiences of top provincial leaders. The result has implications for our understanding of central–local relations and local government decision making.
In China, government at all levels relies on the specially selected graduates (SSG) scheme to recruit elite university students as future political leaders. This article examines the mechanism of the SSG scheme and the relationship between elite university education and political selection in China. We show that elite education is increasingly stratified, such that graduates from top elite universities have significant selection advantages in the SSG competition and are more likely to be offered incentives and preferences. We argue that taking elite university education as a hard eligibility criterion reinforces the homophily effects in selection of future political elites and strengthens the political influence of top elite universities on China's politics. Further, because poor and lower-class students have little chance of entering elite universities, the SSG does not provide an effective route of upward mobility for non-elite classes. Merit-based political recruitment as a channel of upward mobility for non-elite classes is largely an illusion.
