In this article, we argue that the speeches and policy documents from the later period of Hugo Chávez's presidency exemplify ‘transnational populism’, a form of populist discourse that defies the close association between populism and nationalism that frames the scholarly literatures on both populism and Chávez. We explain why Chávez's populism took this distinctive form by reference to the history of international political thought in Latin America and the political context surrounding the creation of the Alianza Bolivariana para los Pueblos de Nuestra América (Bolivarian Alliance for the Peoples of Our America, ALBA). We suggest that while transnational populism may actually amplify the threat that other scholars have argued populist leaders pose to democratic institutions, it also offers an important corrective to how scholars think about the relationship between populism, democracy and international politics, suggesting that international institutions capable of restraining powerful states are essential to stabilising democracies in the Global South.
The historiography on Uruguay during the Cold War has identified the period 1959–62 as a key juncture in the process of political polarisation that culminated in the fall of democracy in 1973. Based on the analysis of press articles and other documentary sources, I describe the role played by the main fraction of the Partido Colorado (Red Party) led by Luis Batlle Berres in promoting polarisation of the Uruguayan political system in those years. My findings contradict the conventional depiction of Batlle Berres as a moderate who tried to prevent the polarisation provoked by other agents.
Uplift of the overriding plate at a subduction zone denotes interseismic strain accumulation, which is subsequently released during a megathrust earthquake. Although most interseismic strain is thought to be released elastically, observations of uplifted coastal regions at subduction zones worldwide indicate that some strain may result in permanent uplift. The Grays Harbor and Willapa Bay (Washington, USA) coastal region of the Cascadia subduction zone hosts flights of marine terraces testifying to late Pleistocene rock uplift. Our new detailed mapping of the marine terraces recognizes nine new units, including estuarine and fluvial sediments. Luminescence dating, relative age based on soil maturity and terrace elevation, and an evaluation of previous ages from fossil shells collectively constrain the probable ages of three estuarine units to sea-level high stands during Marine Isotope Stages 5a, 5c, and 5e. We estimate an average uplift rate of 0.4 ± 0.1 mm/yr for the terraced estuarine units, consistent with other Pleistocene uplift and incision rates in Cascadia. When compared with observed interseismic vertical deformation, these rates suggest that about one-tenth of interseismic strain may become permanent. The values are permissible within the uncertainties of uplift based on regional estimates of interseismic vertical strain rates and of coseismic subsidence.
This article compares and evaluates performance of two main current socialist economic-social models. One is Cuba’s central plan characterized by state large enterprises predominant over the market and private property, with mild market-oriented structural reforms that are ineffective in generating sustainable socioeconomic development. The other model is the successful Sino-Vietnamese “socialist market,” typified by small, medium, and some large private enterprises and the market, all predominant under a decentralized plan (a guideline rather than a central plan). In this the state regulates the economy and controls the largest enterprises. The article identifies the characteristics of the three countries, addresses potential barriers to comparison, and summarizes a history of the reforms and their five key economic policies in the three countries. It also assesses performance based on a selection of the twenty most relevant and comparable indicators, elaborates a composite average to rank the three countries, and discusses potential methodological issues. The conclusions summarize the results of the comparison, recommend reforms for Cuba based on successful Sino-Vietnamese policies, and outline the research agenda for the future. The article is an important contribution to the fields of comparative economics systems, socioeconomic development, methodology, and Latin American studies.
Speleothem fluorescence can provide insights into past vegetation dynamics and stalagmite chronology. However, its origin and especially the formation of fluorescent laminations in stalagmites are poorly understood. We conducted a year-long monthly monitoring of drip water fluorescence in La Vallina Cave (northern Iberian Peninsula) and compared the results to drip water chemistry and active speleothems from the same sites. Drip waters were analyzed using fluorescence spectroscopy and parallel factor analysis (PARAFAC). The resulting five-component model indicates contributions from vegetation, microbial activity, and bedrock. Intra-site fluorescence variability is mainly influenced by changes in overlying vegetation, water reservoir time, and respiration rates. Contrary to prevailing views, we find no systematic increase in drip water fluorescence during rainy conditions across drip sites and seasonal variations in drip water fluorescence are absent at a location where present-day speleothem layers form. Our findings challenge the notion of a higher abundance of humic-like fluorescence during the rainy season as the primary cause for layer formation and suggest additional controls on drip water fluorescence, such as bedrock interaction and microbial reprocessing. We also propose that growth rate may control the dilation of the fluorescence signal in stalagmites, indicating other potential mechanisms for fluorescent layer formation.
Studies of the “people’s spring,” the period of unprecedented social mobilization in Argentina in the early 1970s, frequently omit rural women even though they were among the sectors that rallied for social justice. In most of Latin America at the time, rural women were prevented from equal participation in social movements; in contrast, rural women in northeastern Argentina actively participated in the Movimiento Agrario Misionero (MAM). This article uses letters and newspaper articles in Amanecer agrario to answer two questions: First, what did womanhood mean for rural women in northeastern Argentina during the early 1970s? Second, what did the “people’s spring” mean for these same women? Although the movement split, with women from small farms generally wanting MAM to expand its efforts to broader societal problems and women from medium farms generally wanting MAM to stay focused on the concerns of Misiones farmers, throughout it all, rural women communicated their hopes, desires, and concerns for themselves, their families, and their communities.
This article explores contemporary discourses of deviation in early twentieth-century Colombia. Through analysis of a presidential assassination attempt in 1906, known as the Crime of Barrocolorado, it discusses the social construction of notions of criminality and danger in the light of the history of emotions. The assault on the president triggered a series of commentaries and reactions that revolved around anarchism, medicine, and criminology, topics that are dissected and connected here in search of their emotional components. In this way, the study brings forth the importance of emotions in the construction of social and political ideas in the past.
Mikhuspa ukyaspa ima tinkuyku is Quechua for “eating and drinking, we encounter one another.” Food and drinks have historically been important mediators in the development and renewal of relationships of reciprocity in the Andean region. This article demonstrates how contemporary Andean people continue to use food and drinks to mediate encounters where knowledge transmission and community building take place. In particular, the article explains how members of a dance troupe in Cusco, Peru, use food and drinks to integrate its new members into the dance troupe, teach them the traditions of the group, and explore and (re)define their relationships of reciprocity. By sharing food and drinks, dancers connect their Quechua heritage with their lived experiences to explore and (re)shape their own identities. The article employs a research methodology that centers local epistemology, particularly the Quechua concept of tinkuy, defined as an encounter of different elements that creates something new.
The isotope values of fossil snail shells can be important archives of climate. Here, we present the first carbon (δ13C) and oxygen (δ18O) isotope values of snail shells in interior Alaska to explore changes in vegetation and humidity through the late-glacial period. Snail shell δ13C values were relatively consistent through the late glacial. However, late-glacial shell δ13C values are 2.8‰ higher than those of modern shells. This offset is best explained by the Suess effect and changes in the δ13C values of snail diet. Snail shell δ18O values varied through the late glacial, which can be partially explained by changes in relative humidity (RH). RH during the snail growing period was modeled based on a published flux balance model. Results suggest a dry period toward the beginning of the Bølling–Allerød (~14 ka) followed by two distinct stages of the Younger Dryas, a wetter stage in the early Younger Dryas from 12.9 to 12.3 ka, and subsequent drier stage in the late Younger Dryas between 12.3 and 11.7 ka. The results show that land snail isotopes in high-latitude regions may be used as a supplementary paleoclimate proxy to help clarify complex climate histories, such as those of interior Alaska during the Younger Dryas.
The sediments of closed-basin lakes on the margin of the East Asian summer monsoon (EASM) are valuable archives of past changes in hydroclimate and dust activity and thus potentially can help us to understand future climate changes. We present high-resolution, well-dated records of the grain size and carbonate mineralogy from Lake Bayanchagan, northern China, spanning the last 11.5 ka. Grain-size endmember (EM) analysis distinguished four EMs, each linked to different sediment transport processes. EM1 (0.4–0.6 μm) and EM3 (14–102 μm) reflect the strength of regional dust activity, whereas EM2 (1.3–31 μm) represents variations in local hydrodynamic conditions related to lake-level changes and EM4 (68–500 μm) is associated with local dust activity. Our results show that a high lake level and weakened dust activity occurred during 10–5.8 ka, as indicated by increased EM2 and decreased EM3, respectively. After 5.8 ka, EM2 decreased as the three other EMs increased, and dolomite appeared in the sediments while calcite decreased—indicating both a decline in lake level and strengthened dust activity. The fluctuations in lake level and dust activity are in good agreement with precipitation variations reconstructed from other records, which are in turn correlated to movement of the EASM rainfall belt, in response to temperature changes.
This study focuses on characterizing a discontinuity within the Seán stalagmite (4.75–7.75 cm) by means of two nondestructive techniques: (1) high-resolution micro-computed tomography (micro-CT) and (2) X-ray fluorescence (XRF) core scanning (XRFCS). Micro-CT was used to study the stalagmite density, and XRFCS was applied to obtain the qualitative elemental composition and colour measurements. The new data obtained from nondestructive techniques have been combined with previously published geochemical data and fabric determinations from the same stalagmite found in Sa Balma des Quartó cave in Mallorca. The two methodologies applied in the present study have improved the characterization of the distinctive horizon. The micro-CT images identified the layer as a minor event due the high air content. The distinctive horizon is characterized by a high Ti-content, indicating the arrival of terrigenous particles. Based on those observations, together with the fact that the micrite layer appears filling the gaps between the older columnar fabric, we argue that the micrite layer may represent a major flooding event inside the cave after the year 1616 ± 23 CE and before the year 1623 ± 28 CE, which can be related to an extreme rainfall event. This hypothesis is further supported by the observed cave flooding during the autumn of 2018.
A detailed magnetic mineralogy and archaeomagnetic study was carried out on recently discovered domestic hearths and burned floors at the Chak Pet archaeological settlement (Tamaulipas, Mexico). The study aimed to obtain reliable absolute chronological constraints on the early development of Huastecs during the Formative period. Oriented hand samples corresponded to four domestic hearths and one burned floor. Continuous thermomagnetic curves revealed mostly irreversible behavior, while titanomagnetites, titanomaghemites, and goethites are assumed to carry the remanent magnetization. In total, 87 specimens were subjected to stepwise demagnetization of natural remanent magnetization using an alternating field procedure. Characteristic remanent magnetization directions were obtained for 29 samples of two hearths and one burned floor. No single, technically acceptable paleointensity determination was obtained. The new archaeomagnetic age intervals for Chak Pet allow locating the origin of this settlement at the Gulf of Mexico within the Middle Formative (900–600 BCE) continuing until the Late Formative period (350–100 BCE). New archaeomagnetic ages are in accordance with the diagnostic pottery analysis. Dated archaeological elements are associated with both ceramic types and different sets of burials, providing a reliable tool to calibrate their chronological and stratigraphic positions.
Gangs are widely considered major contributors to the high levels of violence afflicting Latin America, including in particular Central America. At the same time, however, the vast majority of individuals who join a gang will also leave it and, it is assumed, become less violent. Having said this, the mechanisms underlying this ‘desistance’ process are not well understood, and nor are the determinants of individuals’ post-gang trajectories, partly because gang desistance tends to be seen as an event rather than a process. Drawing on long-term ethnographic research carried out in barrio Luis Fanor Hernández, a poor neighbourhood in Nicaragua's capital city Managua, and more specifically a set of ‘archetypal’ gang member life histories that illustrate the occupational options open to former gang members, this article offers a longitudinal perspective on desistance and its consequences, with specific reference to the determinants of individuals’ continued engagement with violence (or not).
The article aims to analyse how the business power of actors in the Argentine automotive industry influenced the foreign trade policies relevant to the sector between 2002 and 2015. The research methods employed combine documentary sources, interviews with key informants and descriptive statistics. The overall findings show how automakers achieved considerable power in the first stage of the period, obtaining clear benefits in terms of foreign trade policy. However, macroeconomic and political changes in Argentina after 2008 had a negative impact on their business power, leading to their enjoying a reduced number of trade policy concessions.
