This review article positions water front-and-center as a key enabler of water–energy–food (WEF) nexus systems. It demonstrates the critical role of water in human civilization, progress, and development, including how water is central to the achievement of many of the United Nations’ sustainable development goals. It is suggested that water may in fact be the most important resource needed in a broader WEF nexus context, as well as in the broader scope of human development. The review shows the consequences of ‘water going wrong’ – when there is too much or too little, and the global impacts of increasing frequency of such events, largely due to an ever more ‘hyperconnected’ world. The review concludes by urging greater ‘nexus awareness’ and systems thinking, especially in policy and decision-making, while cautioning against the potentially ironic situation of returning to a sectoral, water-centric view of resources management.

Recent impactful hydrometeorological events, on both the extreme wet and dry side of the spectrum, remind policymakers and citizens that climate change is a reality and that a shift in water management solutions is required. A selection of policy-shaping events in the Netherlands shows that both floods and droughts have occurred historically and continue to occur, causing significant impacts and challenges for water resources management. For decades, water management in the Netherlands has focused on implementing flood prevention policies, mostly prompted by specific events. The occurrence of droughts did not lead to comparable significant transitions in water management. The bias toward adaptation measures on the wet part of the spectrum (i.e., floods), increases vulnerability to dry extremes (i.e., droughts) as experienced in 2018–2020 and 2022. A required long-term, integral vision to rethink the existing water management system is challenging as droughts and floods act on different time scales. Furthermore, there is a fierce competition for land use and water use functions. ‘Transformation pathways’, applied across the full flood–drought spectrum, could provide a valuable framework in the development toward a sustainable management of water resources, involving stakeholders for just and equitable transitions and translating long-term visions into pathways for action.

Droughts are a major global natural hazard, creating negative environmental and socio-economic impacts across a broad spectrum of sectors. However, agriculture is often the first sector to be impacted due to prolonged rainfall shortages reducing available soil moisture reserves with negative consequences for both rainfed and irrigated food crop production and for livestock. In the UK, recent droughts in 2018 and 2022 have highlighted the vulnerability of the agricultural and horticultural sectors since most production is rainfed and entirely dependent on the capricious nature of summer rainfall. Surprisingly, despite recognition of the agronomic and economic risks, there remains a paucity of evidence on the multi-scalar impacts of drought, including the impacts on crop yields and quality, the financial implications for farming and the consequences for fresh produce supply chains. Drawing on published grey and science literature, this review provides a comprehensive synthesis of drought impacts on U.K. agriculture, including characterisation of the sensitivity of the main sub-sectors to different types of drought, a critique of the short-term coping responses and longer-term strategies and identification of the main knowledge gaps which need to be addressed through a concerted effort of research and development to inform future policies focussing on climate change risk assessment for agriculture. Although the review focuses predominantly on U.K. evidence, the insights and findings are relevant to understanding drought impacts and risk management strategies in other temperate and humid regions where agriculture is a fundamentally important component of the economy.

The move towards unlimited financial penalties in the UK for sewerage systems that do not operate in line with their discharge permits (and the even more extreme suggestion that there should be a financial penalty every time an overflow spills) sets a challenge to whether our existing sewerage models are accurate enough to provide certainty of avoiding those penalties. This article sets out proposed improved practice in the preparation of urban drainage models to improve their accuracy and usefulness and identifies areas where research, particularly into machine learning techniques, could deliver further improvements.

Water is a vital resource essential for both sustaining life and a healthy environment as well as being a critical hazard in the form of floods or droughts which can destroy people’s livelihoods and property. This gives rise to a multi-faceted set of concerns and issues that affect everybody. For example, when contaminated with pathogens, wastewater can carry and rapidly transmit disease. The global distribution of freshwater is uneven and the problems this creates are likely to get worse due to climate change and the uncertainties associated with changing rainfall patterns and the emergence of more extreme weather events. Water has been described as the “new oil,” with potential conflicts arising out of disputed access to scarce water resources in the rest of this century. Billions of people around the world still do not have access to adequate safe water supplies or basic sanitation facilities, so in bringing basic water services to all there is much still to be done.

Hydroinformatics is a technology that combines information and communications technologies together with various disciplinary optimization and simulation models that focus on the management of water. This paper reviews the historical development of hydroinformatics and summarizes the current state of this technology. It describes the range of modeling tools and applications currently described in hydroinformatics literature. The paper concludes with some speculations about possible future developments in hydroinformatics.

This article gives an overview of the global water law research and provides a contemporary understanding of water law spanning across public and private law questions of natural resources use, environmental protection, and water-related disasters. The overview is based on a systematic literature review. Using HLA Hart’s distinction, we divide the various strands of water law scholarship into two main perspectives, namely the internal and the external. From the law’s internal perspective, water law research is conducted with an intent to interpret and clarify rights and obligations in existing legal instruments, such as multilateral agreements and national statutes, and case law. Based on the literature review, vibrant themes from this perspective are water use and protection, water cooperation, human right to water, rights of nature, water security, water services, and coherence between legal instruments and institutions. From law’s external perspective, the focus of water law research is to analyse and understand how law as an instrument and societal institution facilitates and steers, but also impedes, the movement of public and private actors toward certain societal goals effectively and legitimately. Here, themes such as water law in collaborative and adaptive governance, ecosystem approach, good governance, and climate change adaptation are central.

Given the increasing demand for high-quality food and protein, global food security remains a challenge, particularly in the face of global change. However, since agriculture, food and water security are inextricably linked, they need to be examined via an interdisciplinary lens. Sociohydrology was introduced from a post-positivist perspective to explore and describe the bidirectional feedbacks and dynamics between human and water systems. This review situates sociohydrology in the agricultural domain, highlighting its contributions in explaining the unintended consequences of water management interventions, addressing climate change impacts due to/on agriculture and incorporating human behaviour into the description of agricultural water systems. Sociohydrology has combined social and psychological insights with novel data sources and diverse multi-method approaches to model human behaviour. However, as agriculture and agriculturalists face global change, sociohydrology can better use concepts from resilience thinking more explicitly to identify gaps in terms of desirable properties in resilient agricultural water systems, potentially informing more holistic climate adaptation policy.

Over the past several decades, there have been a number of national and international meetings on waterborne diseases. Conclusions from these meetings often seem remarkably similar and suggest little progress in the field of water and health. This is both a true and a false premise, as our ability to use molecular tools to describe microbial communities has advanced to the level at which whole genome sequencing is now a routine practice and can even be deployed in the field. This article seeks to illustrate both these advances and their limitations, especially for use in low-resourced settings. What remains clear is that for most of the world, basic hygiene and sanitation measures can do more for human health than any of our current advances in molecular biology. That is not to say that these advances are not remarkable and that they can undoubtedly revolutionize risk-based testing and surveillance. Although there are many factors that contribute to increased risks from waterborne diseases, climate change above all else is creating challenges that we are ill-prepared to meet. The biggest barrier to control of these diseases is not limitations in technology but has been and continues to be the lack of political will and economic incentives.

In many large shallow lakes across the globe, the surface wind field drives the hydrodynamic process directly through the momentum and energy exchange at the air–water interface. Numerous field measurements, experiments and modeling show that wind-driven hydrodynamic disturbances have profound impacts on the structure and function of lake ecosystems. In this article, we review the response of the shallow lake to the wind-driven wave and flow field, which may accelerate the sediment resuspension and nutrient cycling and, in turn, affect the concentrations of nutrients and dissolved oxygen. Furthermore, the life activities of bacterioplankton, plankton and fish in the aquatic ecosystem are closely related to these water-quality factors. Although we have a developed understanding of the physical processes and biogeochemical cycles of lakes by process-based modeling, the most basic wind-driven hydrodynamic process in some lake models is imprecise. Comprehensive results of physical parameterization, including the wind stress and wind drag coefficient, with their mathematical expressions for depicting the wind-driven force in the hydrodynamic model of lakes are synthesized. Some of these expressions are empirically determined without considering the dynamic environment, and expressions based on physical mechanisms have been widely recognized. Additionally, the adaptation standard of wind-driven force parameterizations to inland lake models under light winds is provided. This article highlights the importance of heterogeneous wind field variability and suggests future studies on the wind fields in extreme climates, which could also cause damage to deep lake ecosystems and the biodiversity effects of wind wave turbulence.
