This article explores the question of why coalition partners negotiate and publish coalition agreements before entering into a cabinet and why the content of these agreements varies so widely. Some scholars suggest that coalition partners draft agreements for electoral purposes, while others suggest that coalition agreements can be used to commit to policy negotiations. Although both sides of the debate have uncovered supportive evidence, the literature remains in disagreement. This article provides new organisation of previous work on agreements and develops two alternative theoretical arguments about the crafting of coalition agreements. It is argued here that coalition partners consider both electoral and policy motivations during the drafting of agreements and that the dominance of one of these motivations is conditional on the degree of issue saliency and division between partners. Empirical support is found for the theoretical argument that coalition partners include low saliency issues in the coalition agreement on policy dimensions on which they are less divided, and that coalition partners include high saliency issues in the coalition agreement on policy dimensions on which they are more divided.
The study of international relations since 1945 has focused on the question, how can states make their commitments to go to war more credible? Scholars have proposed that states often make their commitments more credible by tying their hands, by making it impossible or highly costly not to follow through on a commitment. However, tying hands necessarily makes it impossible or more difficult to stay out of war. If war is fought under undesirable political or military conditions, it becomes the “wrong war” and risks extraordinary or even catastrophic costs for the leader, society, and state. The grave risks and costs of the wrong war cause states, leaders, and societies to prefer to avoid tying hands, to give themselves the flexibility to avoid the wrong war. They prefer not to engage in brinkmanship, sign binding alliance treaties, give mad leaders or computers the ability to start wars, or deploy tripwire forces to drag the nation into war. When they rarely tie their hands to make a commitment more credible, they tie their hands as minimally as possible, to provide as much ability as they can afford to avoid getting dragged into the wrong war.
A growing number of studies focus on how governments can manage audience costs when they want to back down from international crises. In line with previous studies, especially Kohama et al. (2024), this paper argues that the Japanese government can use a variety of reasons to justify its decisions to de-escalate while minimizing domestic audience costs. I found that governments can reduce audience costs using several rhetorical devices, reinforcing the current understanding of audience costs. However, my design, which presented a fait accompli scenario by China against Japan, yielded significantly different results regarding audience costs compared to previous studies on the subject. Specifically, the results of this study indicate that the public might not value economic development following a fait accompli as highly as in less severe scenarios. The results also suggest that leaders might have a harder time backing down after a loss of territory compared to other forms of provocation.
Recent scholarship often dismisses entrapment, arguing that there are hardly any identifiable cases; and that powerful states (protectors) can sidestep it by narrowing the treaty conditions under which they have to intervene to defend their weaker allies (protégés). Consequently, alliances and partnerships are nearly always considered risk-free assets. However, this paper argues that several types of entrapment are present. The paper is foremost concerned with classic entrapment, a type referring to a purposeful effort by the protégé to drag the protector into a conflict serving primarily the protégé’s interests. The protégé entraps the protector by placing itself deliberately in danger of defeat and by manipulating the protector’s domestic audience costs. Classic entrapment is likely to succeed under two conditions: (a) when the protégé’s allegiance confers the protector an advantage in a competition against other powerful states; and (b) in informal arrangements, in which there is no clear cut-off point to the protector’s commitment. The paper provides an illustration in the Ottoman Empire’s entrapment of Britain in the crisis preceding the Crimean War. The conclusion considers classic entrapment’s feasibility in present world politics, particularly in the context of Taiwan.
This chapter describes the relationships between domestic political institutions and war. Moving beyond older debates comparing democracies and autocracies, it presents a conceptual structure for differentiating among different types of autocracies. Autocracies vary as either being personalist or non-personalist, and also as being led by either military officers or civilians. Personalist regimes are less constrained by domestic audience costs, and military leaders are more likely to embrace the effectiveness and legitimacy of using force. The likely onset and outcome of conflicts vary across autocracy types. The chapter explores other ideas linking domestic politics and war, including the diversionary theory of war, coup-proofing (when autocrats take steps to reduce their risk of being overthrown in a military coup d’état), and the marketplace of ideas (when foreign policy issues can be freely debated in government and society). The chapter applies many of these ideas to a quantitative study on what kinds of political systems are more likely to win their interstate wars, and a case study of Iraq’s 1990 invasion of Kuwait.
International alliances are the most important security institutions in international relations. This chapter examines different types of alliances, including security pacts, nonaggression agreements, and consultation pacts. It then connects alliances to more established ideas about balance of power dynamics. The next part of the discussion centers on the question, why do we observe states complying with alliance agreements, under conditions of international anarchy? Some possible answers are: some international alliance treaties increase coalition fighting power; states and leaders risk paying international and domestic audience costs if they violate the terms of an alliance agreement; and states only sign alliance treaties they mean to comply with, which means they are deliberate in how they design alliance treaties. Other concepts and debates under discussion include balancing, hands-tying, bandwagoning, free-riding, military bases, and power projection. Many of these concepts are applied to a quantitative study on whether the presence of an alliance agreement makes a state more likely to intervene on behalf of another state, and a case study of World War I.
In this paper, we provide an empirical test for the theoretical claim that ambiguous nuclear threats create a “commitment trap” for American leaders: when deterrence fails, supposedly they are more likely to order the use of nuclear weapons to avoid domestic audience costs for backing down. We designed an original survey experiment and fielded it to a sample of 1,000 U.S. citizens. We found no evidence of a commitment trap when ambiguous nuclear threats are made. Unlike explicit threats, ambiguous ones did not generate domestic disapproval when the leader backed down; the decision to employ nuclear weapons led to more public backlash for the leader than being caught bluffing; and the threats did not influence public preference for nuclear use across our scenarios. Our findings contribute to the scholarly literature on nuclear crisis bargaining and policy debates over the future of US declaratory policy.
We study the problem of how citizens should punish or reward a leader's choices during international crises. Audiences should impose costs rooted in citizens’ preferences over policy outcomes, but that need not mean that these costs directly reflect the citizens’ preferences over actions. Instead, rewards and punishments are valued for their equilibrium consequences. To understand how citizens’ policy preferences shape electoral accountability, we characterize the retention strategies that maximize citizen welfare. In the optimal strategy, citizens always punish leaders who initiate crises and then back down. This is a robust finding, and true even though the citizens have no intrinsic preferences for policy consistency. Whether they punish leaders for backing down rather than going to war, on the other hand, depends on the status quo and on the costs of war. Importantly, these strategies of rewarding and punishing leaders need not have any immediate connection to voter's ex ante preferences over war and peace, even if preferences over policy outcomes ultimately motivate citizen behavior. This has important implications for interpreting empirical and experimental results related to audience costs.
Audience costs theory posits that domestic audiences punish political leaders who make foreign threats but fail to follow through, and that anticipation of audience costs gives more accountable leaders greater leverage in crisis bargaining. We argue, contrary to the theory, that leaders are often unaware of audience costs and their impact on crisis bargaining. We emphasise the role of domestic opposition in undermining a foreign threat, note that opposition can emerge from policy disagreements within the governing party as well as from partisan oppositions, and argue that the resulting costs differ from audience costs. We argue that a leader's experience of audience costs can trigger learning about audience costs dynamics and alter future behaviour. We demonstrate the plausibility of these arguments through a case study of the 1863–4 Schleswig-Holstein crisis. Prime Minister Palmerston's threat against German intervention in the Danish dispute triggered a major domestic debate, which undercut the credibility of the British threat and contributed to both the failure of deterrence and to subsequent British inaction. Parliament formally censured Palmerston, contributing to a learning-driven reorientation in British foreign policy.
In an era of increasingly public diplomacy, conventional wisdom assumes that leaders who compromise damage their reputations and lose the respect of their constituents, which undermines the prospects for international peace and cooperation. This article challenges this assumption and tests how leaders can negotiate compromises and avoid paying domestic approval and reputation costs. Drawing on theories of individuals’ core values, psychological processes, and partisanship, the author argues that leaders reduce or eliminate domestic public constraints by exercising proposal power and initiating compromises. Employing survey experiments to test how public approval and perceptions of reputation respond to leaders’ strategies across security and economic issues, the author finds attitudes toward compromise are conditioned by the ideology of the audience and leader, with audiences of liberals being more supportive of compromise. In the US case, this results in Republican presidents having greater leeway to negotiate compromises. The article’s contributions suggest that leaders who exercise proposal power have significant flexibility to negotiate compromise settlements in international bargaining.
As more women attain executive office, it is important to understand how gender dynamics affect international politics. Toward this end, we present the first evidence that gender stereotypes affect leaders’ abilities to generate audience costs. Using survey experiments, we show that female leaders have political incentives to combat gender stereotypes that women are weak by acting “tough” during international military crises. Most prominently, we find evidence that female leaders, and male leaders facing female opponents, pay greater inconsistency costs for backing down from threats than male leaders do against fellow men. These findings point to particular advantages and disadvantages women have in international crises. Namely, female leaders are better able to tie hands—an efficient mechanism for establishing credibility in crises. However, this bargaining advantage means female leaders will also have a harder time backing down from threats. Our findings have critical implications for debates over the effects of greater gender equality in executive offices worldwide.
A wave of recent research challenges the role of regime type in international relations. One striking takeaway is that democratic and autocratic leaders can often achieve similar levels of domestic constraint, which in many issue areas results in similar international outcomes—leading many to question traditional views of democracies as distinctive in their international relations. In this review essay, we use recent contributions in the field to build what we call a “malleable constraints” framework, in which all governments have an institutionally defined default level of domestic audience constraint that is generally higher in democracies, but leaders maintain some agency within these institutions and can strategically increase their exposure to or insulation from this constraint. Using this framework, we argue that regime type is still a crucial differentiator in international affairs even if, as recent studies suggest, democratic and autocratic leaders can sometimes be similarly constrained by domestic audiences and thus achieve similar international outcomes. This framework helps reconcile many competing claims in recent scholarship, including the puzzle of why autocracies do not strategically increase domestic audience constraint more often. Just because autocracies can engage audience constraints and democracies can escape them does not mean that they can do so with equal ease, frequency, or risk.
Experiments often include multiple treatments, with the primary goal to compare the causal effects of those treatments. This study focuses on comparing the causal anatomies of multiple treatments through the use of causal mediation analysis. It proposes a novel set of comparative causal mediation (CCM) estimands that compare the mediation effects of different treatments via a common mediator. Further, it derives the properties of a set of estimators for the CCM estimands and shows these estimators to be consistent (or conservative) under assumptions that do not require the absence of unobserved confounding of the mediator–outcome relationship, which is a strong and nonrefutable assumption that must typically be made for consistent estimation of individual causal mediation effects. To illustrate the method, the study presents an original application investigating whether and how the international legal status of a foreign policy commitment can increase the domestic political “audience costs” that democratic governments suffer for violating such a commitment. The results provide novel evidence that international legalization can enhance audience costs via multiple causal channels, including by amplifying the perceived immorality of violating the commitment.
