When the COVID-19 pandemic hit, governments were mainly relaying on pre-pandemic policies when introducing changes to social policies. However, the crisis did lead to transformative action as well. In this article, we explored the novel direct payments, delivered beyond existing social risk categories such as unemployment or sickness. Our exploration demonstrates that most Organisation for Economic Co-operation and Development (OECD) countries did not introduce novel payments. Exceptions were Australia, Chile, Colombia, Denmark, Israel, Italy, Japan, Spain, South Korea, the United Kingdom, and the United States. Seven countries also continued and modified payments while the crisis continued. All the novel direct payments met some of the characteristics of universal basic income (UBI). The idea of universality was realised in Japan and South Korea. The key findings of this study suggest that the COVID-19-related novel direct payments were primarily emergency benefits for people affected by the pandemic and interpreted as quasi-basic income in times of crisis.

The discourse on universal basic income varies widely across countries. In Sweden, public opinion is generally negative even in the context of the Covid-19 pandemic, and it is barely discussed on the public policy table. On the other hand, in South Korea, public opinion is not as negative as in Sweden, and basic income is actively raised as policy agenda. Our study based on survey results reaffirmed the contrasting attitudes of the Swedish and Suth Korean people regarding basic income and related tax increase. The basic income could appeal to the people in South Korea. On the contrary, there is little room for the introduction of basic income in Sweden. The analysis also revealed similarities within the difference. Those with high income, political-right orientation, high protection against income loss, and high tax burden would be more unfavourable toward introduction of basic income no matter which country they live in.

Despite increasing attention to the importance of gender as an analytic to understanding neoliberal welfare reform, little attention has been paid to how motherhood operates to structure experiences. We propose the term ‘maternal activation’ to describe how homeless mothers as a group are subject to, and yet repurpose and resist, specific forms of social control characterising neoliberal paternalistic welfare structures. Drawing on a Critical Discourse Analysis of semi-structured interviews with fifty-four frontline homelessness workers, and eighteen homeless mothers, within the newly conditionalised Welsh homelessness system, we argue that homeless mothers have distinct experiences of neoliberal welfare governance. They navigate contradictory demands of attentive caregiving and economically engaged citizenship, amid devaluation of care created by a neoliberal emphasis on entrepreneurialism. However, performing intense motherhood offers strategic advantage for homeless mothers by enabling them to be read as ‘legible’. This highlights the utility of motherhood as a framework to understand welfare citizenship.

The introduction of Universal Credit, a new means-tested benefit for working-aged people in the UK, entails a significant expansion of welfare conditionality. Due to mothers’ disproportionate responsibility for unpaid care, women are particularly affected by the new conditionality regime for parents who have the primary responsibility for the care of dependent children. This article draws upon qualitative longitudinal research with twenty-four mothers subject to the new conditionality regime to analyse the gendered impacts of this new policy and whether there is variation in experiences according to social class. The analysis demonstrates that the new conditionality regime devalues unpaid care and is of limited efficacy in improving sustained moves into paid work. It also shows that the negative gendered impacts of the conditionality within Universal Credit are at times exacerbated for working-class mothers.

This article examines the policy effects of Hong Kong’s Statutory Minimum Wage (SMW) on underemployment, working hours, and wages. Using a Difference-in-Differences methodology on General Household Survey data (2011–2019), we assess five SMW adjustment cycles. We define a ‘most disadvantaged’ treatment group and a ‘less disadvantaged’ group based on the concentration of minimum wage earners in their industry-occupation cell, relative to an unaffected control group. Our findings show no significant increase in underemployment or reduction in working hours for either group. Wage effects were also contained, with inconsistent direct gains for the most disadvantaged group and no evidence of significant wage spillovers for the ‘less disadvantaged’ group. These findings indicate that the SMW and its adjustments in Hong Kong did not lead to the feared wage-job trade-off constraints; instead, they highlight the need to explore policy options for appropriate SMW increases to reduce economic inequality.

This research is focused on investigating the efficiency of Active Labor Market Policies (ALMP) expenditures of Organisation for Economic Co-operation and Development (OECD) countries including institutional quality of governance. The emphasis is on the quality of governance that affects the supply and demand of employment and the ability of governments to master public spending. Using the general method of moments (GMM) for sixteen OECD countries over the 2005/2018 period, we show that Corruption Perception Index (CPI) reduced significantly the efficiency of ALMP on unemployment rate. This result is found consistent using another corruption proxy, Corruption Kaufmann Index (CKI). Moreover, our estimation suggest that the effectiveness of governance reinforces the effectiveness of ALMP.

In this study the authors examine the impact of social incomes on social inequalities and social integration in the post-2010 populist welfare system in Hungary. A detailed quantitative analysis reveals the structure and distribution of social incomes among different groups in contemporary Hungarian society. This analysis includes factors such educational attainment, demographic structure and income of households, number of children, and deprivation index. The results of the research show that welfare redistribution has lost its ability to reduce inequalities and instead serves as a means of perpetuating social disparities.

France has one of the most unequal levels of access to childcare in Europe, despite high public investment. Existing literature explains this inequality through factors such as the availability of childcare slots, social stratification, stigmatisation, attitudes, cultural biases, and parental logistical constraints. However, the role of administrative barriers in exacerbating access problems remains understudied. We provide fresh insight by examining these barriers in France’s poorest county. Seine-Saint-Denis offers a revealing case study, as its inadequate childcare coverage persists despite heavy public investment – highlighting challenges within France’s multi-layered administrative system. Drawing on interviews with families and childcare managers, as well as participant observation in the local early childcare system, we identify administrative barriers at three levels: ‘organisational’, ‘procedural’, and ‘individual’. Our findings suggest that difficulties in accessing childcare stem from: (1) the failed logic of integration between different administrative layers and the financing modality of the Single Service Provision (PSU), (2) the opaque criteria employed by childcare admission committees (CAMAs), and (3) the lack of adaptation of the multi-layer administrative system to family needs. The article investigates administrative barriers to welfare state access, approaching for the first time the domain of childcare.

This paper contends that the intractability of food insecurity as a social policy issue may have arisen in part because food access has become central to the interpretation of what is required to be food secure. We revisit key features of the evolution of the right to food and examine developments in the instruments used to monitor right to food progress. We articulate how the materiality of food access has come to the forefront of food systems policy, within which food insecurity is embedded but its structural underpinnings are lost. In turn, civil society food-based responses to growing food insecurity prevalence prevail. The pre-eminence of objectified food access as a socio-political orientation to food insecurity has refabricated the social problem of food need. A conscious uncoupling of food access from how we study and respond to food insecurity is needed to re-design food insecurity policy that is grounded in poverty alleviation.

The aim of the article is to examine the efficiency of Long-Term Care Sector in Poland. Detailed analysis of the level of dependency was carried out, measured by the number, structure and sequence of ADL loss among residents based on data collected between 2021 and 2022 in Polish private rest homes, social residential homes and nursing homes. We have used 3 scenarios based on care and home modernization vouchers to calculate alternative public LTC costs. In the 5 years’ perspective, it seems that solutions based on care vouchers: home care vouchers for 0–2 ADL group without cognitive impairment or mental disorders and inpatient care vouchers for 0–2 ADL group with mentioned impairments, lead to the highest public savings. Better allocation of people with a low level of dependency and without cognitive impairment results in lower public spending on LTC and increased access for people with a higher level of dependency.

This article explores the experiences of keyworkers within a third-sector employability programme targeted at people furthest from work. Using semi-structured qualitative interviews, the study investigated keyworker perspectives on effective elements of programme design, and what made the critical difference for those who did move into employment. Echoing previous research, findings confirmed the value of a holistic and personalised approach founded upon a consistent and long-term relationship of trust and support, through which programme participants developed the confidence and self-belief that was critical to progression towards employment. However, critical attention to the keyworker perspective offers novel insights, bringing to light challenges in defining role parameters and maintaining personal-professional boundaries in the interests of keyworkers and programme participants. We contribute to the body of research on employability practitioner perspectives, revealing that the strengths of person-centred support may simultaneously present tensions and wellbeing risks, where role parameters are very broadly defined.

In this study, we investigated the conceptual approaches to disability and ageing in two leading social scientific journals (Ageing & Society [AS] and Disability & Society [DS]) of the research fields that form the bases of policies on disability and ageing. This study aimed to identify the journals’ trajectories of conceptual development and their differences, and through that, find possible pathways for further interaction between the yet largely separate policy frameworks for disability and ageing. Our analysis showed considerable differences between the conceptual approaches of the two journals, with the dominant approach in DS being sociomaterial and individual-functional in AS. We conclude this paper by identifying the conceptual gaps in the respective journals, suggesting a further collaboration between the approaches in research as well as policies. These gaps could be potentially narrowed, leading to a constructive dialogue on older disabled people.

We provide an overview of transnational non-state actors and their agency that shape today’s out-of-home childcare around the world, specifically institutional residential childcare. Based on existing studies and desktop research, we reveal a broad range of complexly inter-related for-profit and non-profit actors promoting diverse, often conflicting policies and practices – with ambiguous implications for children in care. We focus on secular and faith-based international non-governmental organisations, transnational companies, private regulators, and individuals. Many of them promote family- and community-based care, yet many others support orphanages and other forms of institutional care. The growing number of transnational actors in residential childcare, the emergence of private regulatory frameworks, the advance of market-based, for-profit players, and the involvement of well-resourced religious communities make the future of child institutionalisation uncertain. We discuss how this transnational agency compares with other policy fields and propose directions for future investigations of how transnationalism impacts children in care.

In the UK, food banks and other forms of food aid have become a normalised support mechanism for those living at the sharp end of poverty. Drawing from accounts of those who have used, worked, and volunteered in two of England’s food banks during the Covid-19 pandemic, this article explores some of the key challenges that emerged for food aid during this unique period. In documenting these experiences, the paper concurs with previous work that has identified the expanding role of food banks in providing core welfare support, suggesting an increasingly extended welfare function of food aid. This has implications for understanding the effectiveness of welfare – and the appropriateness of our reliance on voluntary aid – in the post-pandemic period.

This article analyses burnout in governmental psychosocial and community programmes considering training/knowledge, the technical-professional field, the institutional framework, and networking, based on the experience of the intervention teams of three Chilean programmes. A qualitative methodology was used. Fifty people, most of them psychologists, participated in interviews and focus groups. The data were analysed according to Grounded Theory. Results indicate that burnout is a corrosive process in governmental psychosocial and community programmes. The causes of burnout are related to three gaps: between academic training and professional performance, between formulation and implementation, and between the obligation to work as part of a network and the limitations of this approach. Furthermore, we observed manifestations consequences and effects of burnout, and guidelines for improving the programmes. We discuss the institutional dimension of burnout in governmental psychosocial and community programmes and reflect on aspects that may improve team well-being and the quality of social policies.
