One of the main objectives of the League of Red Cross Societies from the 1960s to the 1980s was to improve the systems and methods of its member Red Cross and Red Crescent National Societies. These decades saw an enormous growth in membership with new National Societies emerging in the wake of decolonisation in Africa, Asia, and the Pacific. This chapter explores how the League responded to the challenges posed by the vastly different capabilities of National Societies. It provides a nuanced examination of the motivations and actions of the League, and addresses the complexities of an international humanitarian body that represented so many different countries, cultures, and systems. The chapter discusses how these issues were tackled in the League’s Development Programme established in 1963. It explores the external challenges that eroded the impact of the Development Programme, and how the League modified its approach as the global economic crisis of the 1970s slowed and even reversed some of the progress made.
This article examines the unique roles of NGOs with special attention to the changing socio-political contexts of NGOs in terms of their partnerships with Rights-Holder Organizations (RHOs), which claim the rights of particular groups of excluded population. It reviews an example of the NGO working with RHOs in Nepal. NGO relationships with RHOs are delicate and not always equitable due to their different backgrounds and expertise. NGOs, comprising mostly people who are not members of the rights-holding groups, use their expertise to work for others over fixed periods, whilst RHOs work for their own constituencies through movements. Until the 1990s, NGOs supported so-called ‘beneficiaries’ who were members of excluded groups whose rights were being denied. Today, RHOs are formed directly by excluded groups. Some NGOs are trying to change their role to become promoters for RHOs, whilst others remain as their proxies, which merely creates an extra layer between RHOs and donors. The article attempts to prove that building equitable relationships between NGOs and RHOs is possible if NGOs have professionalism, expertise in capacity development and a readiness to become more inclusive. Though there are still several challenges ahead, such efforts by NGOs make it possible to change funding flows for RHOs and contribute to inclusive aid.
Global perspectives on the pathways for developing capacity for conservation remain limited. Hindering the robustness of solutions is a dearth of opportunities to foster discussion and dialogue among capacity development practitioners, academics, partners, beneficiaries and donors. Additionally, little is known about donor perspectives on capacity development, and about pathways to developing a more sustainable investment in capacity development for conservation. The 2019 Capacity Building for Conservation Conference in London, UK, provided a unique opportunity to convene more than 150 capacity development practitioners from the global conservation community. The Conference included structured opportunities to hear donor perspectives on strengthening capacity development. Session leaders took detailed notes to document donor perspectives and the discussions around them. A thematic analysis of this empirical evidence resulted in the identification of four key themes with corresponding recommendations, consisting of (1) collaborative design of capacity development initiatives, (2) monitoring and evaluation, (3) longer-term and flexible investments, and (4) building strong relationships between donors and grantees. Given the Convention on Biological Diversity is currently drafting the long-term strategic framework for capacity development post-2020, and global calls to protect significant portions of our land- and seascapes, our recommendations are timely and may inform a way forward.
Delegated protected area management (transferring management responsibilities from a public to a private partner) has been promoted to give impetus to ailing protected areas in West and Central Africa. Since their inception in 2005, the number of partnerships has increased to 20 protected areas covering c. 250,000 km2, an area similar to that of the UK. A review of the lessons learnt from these first 15 years shows that delegated management has improved day-to-day management of these protected areas. There remain, however, challenges with funding and with the capacity of national managerial staff, and also concerns regarding human rights. Based on an analysis of these challenges, I develop five recommendations to guide more mature delegated management: governments should (1) ensure an enabling legal–procedural environment; and (2) prepare delegated management contracts systematically; (3) private partners should render themselves dispensable through capacity building of national managerial staff and by initiating sustainable financing mechanisms; (4) governments and private partners alike should respect human rights and build coalitions with communities; (5) governments, private partners and funders should strive to delegate non-core management tasks, such as tourist guiding and reception, community development and research, to specialized locally-based individuals and organizations. Although these recommendations have a specific West–Central African perspective, they have relevance for the increasing number of delegated management initiatives elsewhere in Africa and beyond.
Southeast Asia is the second biggest region in the world in terms of the total number of natural disasters since 1900. Therefore, the Association of Southeast Asian Nations (ASEAN) initiated regional challenges toward strengthening regional collaboration for disaster prevention and response since the earthquake of Sumatra in Indonesia occurred in 2004. Moreover, ASEAN Leaders signed “the ASEAN Declaration on One ASEAN, One Response” in 2016. Under these circumstances, ASEAN decided to implement the Project for Strengthening the ASEAN Regional Capacity on Disaster Health Management (ARCH Project).
Objectives:
The objective of the ARCH Project is to strengthen coordination on disaster health management (DHM) for rapid and effective response to disasters occurring in the ASEAN region and to enhance the capacity of each ASEAN Member State (AMS) on DHM. This article aims to overview the outline and its strategy, and review the progress of the project.
Methods:
ARCH Project is an ASEAN official project supported by Japan’s official development assistance. Five outputs were launched for: (1) coordination platform on DHM; (2) framework of regional collaboration practices; (3) tools for effective regional collaboration; (4) enhancement of academic network on DHM; and (5) capacity development activities for each AMS. The Project was reviewed in terms of accomplishment and evaluation criteria.
Results:
Regional Coordination Committee on DHM was established as a coordination platform to: Oversee the implementation of the ARCH Project for the Output 1; Regional Collaboration Drill was developed and conducted for the Output 2; The standard operating procedure for coordination of emergency medical teams (EMTs) in ASEAN was developed for the Output 3; Various presentations on ARCH were made in academic conferences for the Output 4; and Several training programs and educational curricula were developed for the Output 5. The Project has accomplished its Project Purpose and satisfied all the indicators set. ARCH Project has high Relevance, Impact, Sustainability, and Effectiveness, while some improvements in Efficiency are needed.
Conclusions:
ARCH Project is the first-ever successful regional cooperation mechanism and standardization of DHM in ASEAN, one of the most disaster-prone regions. It also contributes to the capacity building of AMS. The ARCH Project has a remarkable impact on the resilience and flexible medical response to disasters, although continuous efforts of stakeholders to make this initiative sustainable are necessary.
South-east Asia is home to exceptional biodiversity, but threats to vertebrate species are disproportionately high in this region. The IUCN Species Survival Commission Asian Species Action Partnership aims to avert species extinctions. Strengthening individual and organizational capacity is key to achieving long-term, sustainable conservation impact, and is a core strategic intervention for the Partnership. To look at the needs and opportunities for developing capacity for species conservation in South-east Asia, we undertook a needs assessment with organizations implementing species conservation within this region. We conducted a review of available training opportunities, mapping them against a list of identified competences needed for species conservation to determine gaps in current training. Our assessments revealed an imbalance in the focus of training opportunities vs the actual competences needed for effective species conservation, and that training opportunities within South-east Asia are limited in number and highly competitive. These findings corroborate other similar reviews, particularly on capacity gaps in the Global South. We discuss the implications of our review and use the findings to generate recommendations.
Capacity development is increasingly recognized as central to conservation goals. Efforts to develop individual, organizational and societal capacity underpin direct investments in biodiversity conservation and natural resource management, and sustain their impact over time. In the face of urgent needs and increasingly complex contexts for conservation the sector not only needs more capacity development, it needs new approaches to capacity development. The sector is embracing the dynamic relationships between the ecological, political, social and economic dimensions of conservation. Capacity development practitioners should ensure that individuals, organizations and communities are prepared to work effectively in these complex environments of constant change to transform the systems that drive biodiversity loss and unsustainable, unequitable resource use. Here we advocate for a systems view of capacity development. We propose a conceptual framework that aligns capacity development components with all stages of conservation efforts, fosters attention to context, and coordinates with parallel efforts to engage across practitioners and sectors for more systemic impact. Furthermore, we highlight a need for practitioners to target, measure and support vital elements of capacity that have traditionally received less attention, such as values and motivation, leadership and organizational culture, and governance and participation by using approaches from psychology, the social sciences and systems thinking. Drawing from conservation and other sectors, we highlight examples of approaches that can support reflective practice, so capacity development practitioners can better understand the factors that favour or hinder effectiveness of interventions and influence system-wide change.
Capacity development is critical to long-term conservation success, yet we lack a robust and rigorous understanding of how well its effects are being evaluated. A comprehensive summary of who is monitoring and evaluating capacity development interventions, what is being evaluated and how, would help in the development of evidence-based guidance to inform design and implementation decisions for future capacity development interventions and evaluations of their effectiveness. We built an evidence map by reviewing peer-reviewed and grey literature published since 2000, to identify case studies evaluating capacity development interventions in biodiversity conservation and natural resource management. We used inductive and deductive approaches to develop a coding strategy for studies that met our criteria, extracting data on the type of capacity development intervention, evaluation methods, data and analysis types, categories of outputs and outcomes assessed, and whether the study had a clear causal model and/or used a systems approach. We found that almost all studies assessed multiple outcome types: most frequent was change in knowledge, followed by behaviour, then attitude. Few studies evaluated conservation outcomes. Less than half included an explicit causal model linking interventions to expected outcomes. Half of the studies considered external factors that could influence the efficacy of the capacity development intervention, and few used an explicit systems approach. We used framework synthesis to situate our evidence map within the broader literature on capacity development evaluation. Our evidence map (including a visual heat map) highlights areas of low and high representation in investment in research on the evaluation of capacity development.
Conservation lacks sufficient well-trained leaders who are empowered to catalyse positive change for the natural world. Addressing this need, the University of Cambridge launched a Masters in Conservation Leadership in 2010. The degree includes several features designed to enhance its impact. Firstly, it recruits international, gender-balanced cohorts of mid-career professionals, building leadership capacity in the Global South and providing a rich environment for peer learning. Secondly, teaching includes applied leadership training in topics such as fundraising, leading people and networking, as well as interdisciplinary academic topics. Thirdly, the degree is delivered through the Cambridge Conservation Initiative, a partnership of international NGOs and networks, facilitating extensive practitioner-led and experiential learning. We present details of programme design and evaluate the impact of the Masters after 10 years, using data from course records, student and alumni perspectives, and interviews with key stakeholders. The course has broadly succeeded in its design and recruitment objectives. Self-assessed leadership capabilities, career responsibilities and the overall impact of alumni increased significantly 5 years after graduation. However, specific impacts of alumni in certain areas, such as on their professional colleagues, have been less clear. We conclude by outlining future plans for the Masters in light of growing demands on conservation leaders and the changing landscape of leadership capacity development. These include reforms to course structure and assessment, long-term support to the alumni network and developing a conservation leadership community of practice.
Depending on the health system context and the demands of relevant stakeholders in countries, the need, organizational structure, and prerequisites for enabling capacity building and development in health technology assessment (HTA) will vary. Core competencies are instrumental in this and include essential knowledge, skills, and attitudes (KSAs). They provide building blocks for delivering high-quality and effective practices of HTA. We aimed to systematically explore and develop an overview of the core competencies necessary for HTA.
Methods
This study was conducted during 2016–19 using different methods in a structured manner. We drew concepts of KSAs from various literature sources, surveyed universities and HTA professionals, and conducted expert workshops to arrive at a common understanding of the required competencies.
Results
The terminology for KSAs defining competencies in HTA programs has been clarified. In addition, a list of competencies offered through different educational and training programs has been created. The surveys provided clarity on a common understanding of KSAs among HTA stakeholders. Thereafter, a set of competencies was described and classified according to the HTA domains.
Conclusions
Our study shows that there is diversity in HTA programs offered by educational institutions. The content of the programs varies due to differences between countries regarding the level of HTA development and the need for HTA, including the understanding of what HTA is. The preparation of a competency checklist or a “menu” of options mirroring the diversity of HTA will ensure that the specific needs of the HTA community will be covered.
Health care system capacity and sustainability to address the needs of an aging population are a challenge worldwide. An aging population has brought attention to the limitations associated with existing health systems, specifically the heavy emphasis on costly acute care and insufficient investments in comprehensive primary health care (PHC). Health system reform demands capacity building of academic trainees in PHC research to meet this challenge. The Aging, Community and Health Research Unit at McMaster University has purposefully employed a capacity building model for interdisciplinary trainee development. This paper will describe the processes and outcomes of the model, outlining how the provision of funding, mentorship, and a unique learning environment enables capacity building in networking, collaboration, leadership development, and knowledge mobilization among its trainees. The reciprocal advancement of the research unit through the knowledge and productivity of trainees will also be detailed.
The failed coup of July 15 has shocked the current state apparatus in Turkey. This shock has culminated in the public demand for administrative reform, which would make previous public designs and policy failures a matter of the past. The state crisis has transpired in the middle of a political transition process whereby the ruling party envisioned systemic change in the political system from the parliamentary to a presidential system. The constitutional amendments also imply changes in the administrative order, with further political hold on bureaucratic cadres. The coup attempt and the massive purges in its aftermath brought the state to its breaking point. In light of such deficits and challenges, this paper discusses the ways, means, and prospects for capacity development and institution-building to overcome the state crisis in Turkey. The reform and restructuring process entails cooperation and a level of understanding between the government, opposition, and bureaucracy. Polarization and disenfranchisement are recipes for further fragmentation in Turkish politics. A cooperative model based on a working relationship between the government, opposition, and bureaucracy would facilitate a return to normalcy.
In meeting the social and emotional learning (SEL) needs of Aboriginal and Torres Strait Islander students, the capacities of school staff are critical. There is very limited evidence for relevant capacity development initiatives. This evaluation reports a multicomponent SEL training intervention delivered to staff of an Australian education service that operates independently of any particular school to assist with the transitions of students from remote communities to boarding schools. A participatory action research (PAR) approach was implemented over 13-months with 21 staff participants. Results from a pre-, mid- and six months post-training survey and staff interviews were analysed and fed back through reflective group discussions. The training was associated with improved staff attitudes to mental health and skills to support student wellbeing. Sixteen participants received a tertiary qualification. Despite ‘working in challenging environments’, staff were ‘dedicated to help’ students, and ‘acknowledged the need for change’ to better support student wellbeing. However, given the service's brokering role between families and schools, fewer staff members reported feeling empowered to influence issues in their workplace. The evaluation demonstrated the value of SEL training for education staff and potential utility for school teachers and boarding staff who have direct duty of care for Indigenous students. The multicomponent training described in this study would need to be condensed for school settings.
With the widespread shift from models of welfare to business-led development, capacity development offers a useful lens from which to consider the emergence of Indigenous social enterprise as a business-led development approach. We explore capacity development from the international development literature and identify capacity development principles in the context of an Indigenous social enterprise in remote northeast Arnhem Land. Here, Aboriginal Australians continue to experience poverty and marginalisation. This paper provides an ethnographic example of the relationship between Indigenous social enterprise and capacity development. Identifying principles of capacity development in this rich context reveals the remit of the Indigenous social enterprise privileges environmental stewardship and cultural maintenance.
Animal breeding for increased productivity over the past 50 to 60 years has been very successful in terms of increasing growth rate, milk yield and egg production in most livestock producing regions of the world (Rauw et al., 1998). However, this success has not registered that well in most countries in sub-Saharan Africa (SSA). Ironically, just like most developing regions, SSA is faced with the challenge to increase rapidly the agricultural productivity to help feed their growing human populations without depleting the natural resource base (Rege, 2005). Genetic improvement of livestock depends on access to genetic variation and effective methods for exploiting this variation (Rege, 2005). This is where human capacity and infrastructure for decision-support systems in animal breeding are required. This paper provides a synthesis of views from a cross-section of livestock production experts working in SSA. These views were collated through an e-conference which was held from 8th March to 20th April 2011. The e-conference discussed future research and development (R&D) needs for animal breeding and genetics in SSA and how they can be met. The e-conference attracted 43 participants from 17 countries. Results from the e-conference demonstrated that the R&D institutions and infrastructure in SSA vary widely in terms of both the physical and human capacity. Equally varied is the level of utilization of these institutions. In terms of training in Animal Breeding and Genetics, although most universities/colleges have programmes in Animal Science and teach animal breeding and genetics, there are very few practicing animal breeders. Lack of mentorship programmes and collaboration, and in some cases lack of appropriate jobs, continue to contribute to this ‘leaking pipeline’ phenomenon. The following is a summary of the consensus stemming from the conference on how the efficiency and effectiveness of livestock genetic improvement in SSA could be enhanced. First, the need to augment the approach that promotes animal breeding and genetics as part of a wider agriculture and rural development system, second, collaboration both within Africa and with those in the Diaspora should be further tapped into and utilized as a source of capacity for R&D and third, initiative of sharing resources and research platforms such as pooling data for genetic analysis from across institutions, and even across countries, should be encouraged in case where this is advantageous to do so.
The aim of the present paper is to review capacity building in public health nutrition (PHN), the need for which has been stressed for many years by a range of academics, national and international organisations. Although great strides have been made worldwide in the science of nutrition, there remain many problems of undernutrition and increasingly of obesity and related chronic diseases. The main emphasis in capacity building has been on the nutrition and health workforce, but the causes of these health problems are multifactorial and require collaboration across sectors in their solution. This means that PHN capacity building has to go beyond basic nutrition and beyond the immediate health workforce to policy makers in other sectors. The present paper provides examples of capacity building activities by various organisations, including universities, industry and international agencies. Examples of web-based courses are given including an introduction to the e-Nutrition Academy. The scope is international but with a special focus on Africa. In conclusion, there remains a great need for capacity building in PHN but the advent of the internet has revolutionised the possibilities.
To examine the availability of academic programmes in nutrition and identify nutrition training needs in Central and Eastern Europe (CEE).
Design
A questionnaire with close-ended and open-ended questions was distributed to the members of the United Nations University Standing Committee on Nutrition, Regional Network for Capacity Development in Nutrition in CEE (NCDN CEE).
Setting
Participants’ responses to the questionnaire including the comments of their colleagues from home institutions were obtained in group discussions during NCDN CEE meetings in 2010–2013.

Sixteen CEE countries’ experts and their colleagues from home institutions involved in NCDN CEE activities 2007–2013.
Results
The responses were obtained from fourteen out of sixteen participating countries; five countries have established Bachelor, Master and PhD studies in nutrition (Croatia, Czech Republic, Poland, Slovak Republic and Slovenia), whereas in Latvia and Republic of Macedonia only Bachelor and Master studies are set up. Seven countries have no Bachelor, Master or PhD studies: Bosnia and Herzegovina, Bulgaria, Estonia, Lithuania, Montenegro, Romania and Serbia. Introduction to data analysis and Nutritional epidemiology are the most needed nutrition trainings that would increase working competence of nutritionists and nutrition-related professionals in CEE.
Conclusions
Availability of academic programmes in nutrition in CEE countries is limited. Opportunities for improving the competence of existing and future nutrition-related professionals should be addressed at national and regional level; distance learning courses and creation of a regional centre for nutrition training were seen as opportunities for sustainable capacity development in nutrition in CEE.
There is a recognised need to strengthen capacity in the nutrition in emergencies sector and for greater clarity on the role of emergency nutritionists and the skills they require. Competency frameworks are an important tool for human resource development and have been developed for several other humanitarian sectors. We therefore developed a technical competency framework for practitioners in nutrition in emergencies.

Existing competency frameworks were reviewed and interviews conducted to explore methods used in developing competency frameworks for other sectors. Competencies were identified through interviews with field experts, feedback from course trainees, academic course content and job specifications. Competencies were then categorised and behavioural indicators developed for each. The draft framework was then reviewed by members of the Global Nutrition Cluster and modified in an iterative process.

A wide range of competencies were identified as essential for nutritionists working in emergencies, covering technical skills and general core competencies. The proposed framework contains twenty competency areas with 161 behavioural indicators categorised into three levels, corresponding to the requirements of progressively more senior roles. Many of the competencies are common across development and emergency nutrition.
Conclusions
The proposed technical competency framework should prove to be a valuable tool in creating standards within the sector and promoting effective capacity strengthening and professionalisation. Continued research is needed to validate the framework, optimise methods for assessment, develop approaches to integrate it within the sector and measure its impact on performance.
International actors and observers have afforded greater attention in recent years to the role of national courts in bringing to justice perpetrators of international crimes. Not only are national courts typically less expensive to operate than international courts, they also enjoy at times more legitimacy in the eyes of local constituencies than their international counterparts. They can also reach deeper into society and cast a wider net than international criminal courts. Indeed, there is an increased tendency to view international criminal courts as mechanisms primarily designed to support and complement the work of national criminal procedures, and to pay closer attention to the interaction between the two sets of judicial institutions. It is against this background that the Project on Studying the Impact of International Courts in Domestic Criminal Procedures in Mass Atrocity Cases (the DOMAC project) has sought to draw lessons from the experience accumulated by the interactions that took place between national and international courts in the two decades that have passed since the establishment of the International Criminal Tribunal for the former Yugoslavia. This was done in the hope that such lessons may guide such interactions in the future. Indeed, DOMAC reports have looked into interactions relating to specific legal aspects (applicable laws, prosecution rates, sentencing policies and capacity development) and/or at specific geographical regions (for example, the Balkans, Africa, Latin America, East Timor) and provide many interesting stories of success and failure, from which valuable lessons can be learned. The purpose of this article is to offer, on the basis of the said DOMAC reports, some general observations on the impact of international courts on domestic criminal processes (in the aftermath of mass atrocity situations), and to discuss the structural deficiencies that may have led until now to sub-optimal levels of cooperation and division of labour between international and national criminal procedures. On the basis of these critical observations, a number of general recommendations for future policy planners will be considered. The article first describes some of the main impacts of international courts on domestic courts handling mass atrocity cases. It then discusses four overarching problems, which may have hampered such interactions: the lack of a comprehensive legal response to mass atrocities, inadequate allocation of resources, the absence of ultimate responsibility over the international response, and legitimacy deficits. The concluding section sketches a number of proposals based on the discussion in the two immediately preceding sections.

A global movement to invest in a package of essential nutrition interventions to reduce maternal and child undernutrition in low- and middle-income countries is building momentum. Capacity to act in nutrition is known to be minimal in most low- and middle-income countries, and there is a need for conceptual clarity about capacity development as a strategic construct and the processes required to realise the ability to achieve population nutrition and health objectives. The framework for nutrition capacity development proposed recognises capacity to be determined by a range of factors across at least four levels, including system, organisational, workforce and community levels. This framework provides a scaffolding to guide systematic assessment of capacity development needs which serves to inform strategic planning for capacity development.
Conclusions
Capacity development is a critical prerequisite for achieving nutrition and health objectives, but is currently constrained by ambiguous and superficial conceptualisations of what capacity development involves and how it can be realised. The current paper provides a framework to assist this conceptualisation, encourage debate and ongoing refinement, and progress capacity development efforts.
