Cette étude examine l’évolution de la couverture accordée aux enjeux dans la presse écrite durant les campagnes au Québec de 1994 à 2018. Deux constats ressortent de cette étude. On assisterait d'abord à une diversification de l'ordre du jour médiatique s'expliquant notamment par un recul de la question nationale dans l'espace médiatique au profit d'enjeux comme l'environnement et l'immigration. Le recadrage de la question nationale nettement plus axée aujourd'hui sur la dimension identitaire que sur la question du statut politique du Québec est frappant. Ces changements semblent indiquer la montée d'un axe politique libéral-autoritaire dans la province, alors même que l’émergence du multipartisme ouvre la porte à un réalignement politique durable. Ces observations tendent à confirmer la perspective voulant que l'ordre du jour lors d'une campagne résulte de l'interaction entre les médias, les partis et les électeurs et qu'il offre ainsi un reflet adéquat de l’évolution de la dynamique politique dans une société donnée.
States targeted by human rights criticism usually do something—whether ratifying treaties, passing laws, establishing institutions, prosecuting perpetrators, or shifting discourse. But how do we know how coordinated, comprehensive, and effective these actions are? This article proposes five questions to assess how willing a state is to take the steps necessary to meaningfully respond to human rights crises. It applies this approach to two human rights crises in Mexico: femicides and violence against women, and disappearances. This approach effectively differentiates state responses that initially appear similar, demonstrating that the Mexican government has been more willing to address violence against women and femicides than disappearances. An explanation for this difference in outcomes points to a combination of factors related to the underlying preferences of the government involved, the characteristics of victims, and the specific human right being violated.
This article reports on institutional ethnographic research into how texts and talk were mobilized in social relations leading to the Government of Saskatchewan's enactment of the Trespass to Property Amendment Act, 2019. The act, proclaimed January 1, 2022, requires First Nations people to get advance permission from rural landowners before exercising their Indigenous and treaty rights to hunt and fish on land deemed private property. Findings (1) connect the 2018 acquittal of Gerald Stanley for the 2016 killing of Colten Boushie to political developments that paved the way for the new legislation and (2) trace how the advance permission requirement at the heart of the new legislation tramples on Indigenous and treaty rights, making it even more difficult for First Nations people to access their traditional territories for purposes such as hunting and fishing.
The article analyses how population genetics has impacted on nationalist discourses across the Taiwan Straits and affected the relationship between Taiwan and China since the 1990s. In Taiwan this cutting-edge science has helped to construct a native-based and Taiwan-centred national identity through promoting indigenous peoples’ rights, rejecting a blood-based, cross-Straits nationalism, and founding a pan-Pacific indigenous peoples’ community through genetic links and cultural affinity. In China, after subverting the nationalist myth of Peking Man (a Homo erectus group believed to be the common ancestor of the Chinese) by analysing genetic data, the same group of Chinese genetic scientists have constructed another nationalist myth of a genetically homogenous nationhood. Such a discourse not only valorizes Chinese nationalism through claiming a DNA-based Chineseness across ethnic distinctions but also asserts genetic links between China and Taiwan, therefore providing a ‘scientific’ basis for China’s nationalism in the new century.
This article is about the resistance and resilience of workers when confronted with the likelihood of losing their jobs and seeing the factory where they worked close down. It discusses this topic by concentrating on the particular and singular case of workers’ self-management of Fateleva – Indústria de Elevadores, a firm that specialized in the production and maintenance of elevators, located in the northern part of Lisbon Metropolitan Region, Portugal. It was occupied by its workers in the context of the Carnation Revolution (1974–1976) and then self-managed until its closure in 2016.
Renowned as a historian, Flavius Josephus enjoys little reputation as a political thinker. As heir to the classical historical tradition of Thucydides, however, considerations of the regime remained primary for him. All the more so given his most important task not inherited from them: the defense of the Jewish law and people against their pagan detractors. Josephus defended the law as having specified the best political regime (which he called “theocracy” but by which he meant a rigorous natural aristocracy). He defended the people as faithful to that law and as innocent of the terrible excesses of the great uprising of 66 CE. In so doing he was compelled to confront a phenomenon unknown to his classical predecessors: a politics not of class divisions but of sectarian ones. His response to it uncannily anticipated features of the modern (post-Machiavellian) reinterpretation of politics in terms of “peoples” and “elites.”
Why are some people motivated to circulate hostile political information? While prior studies have focused on partisan motivations, we demonstrate that some individuals circulate hostile rumors because they wish to unleash chaos to “burn down” the entire political order in the hope they gain status in the process. To understand this psychology, we theorize and measure a novel psychological state, the Need for Chaos, emerging in an interplay of social marginalization and status-oriented personalities. Across eight studies of individuals living in the United States, we show that this need is a strong predictor of motivations to share hostile political rumors, even after accounting for partisan motivations, and can help illuminate differences and commonalities in the frustrations of both historically privileged and marginalized groups. To stem the tide of hostility on social media, the present findings suggest that real-world policy solutions are needed to address social frustrations in the United States.
Are authoritarian successor party (ASP) supporters more likely to protest? I propose that ASP supporters are less likely to protest in general. The post-democratization mobilization environment is shaped upon the pre-democratization mobilization basis. During the pre-democratization period, protest was organized around the democracy movement. Thus, protest tactics and networks were accumulated through it. As former authoritarian ruling party supporters, ASP supporters are less likely to have legacies of participating in the democracy movement, which prevents them from accessing the accumulated protest resources from the democracy movement. However, I argue that this negative association varies based on the ASP qualities and supporters’ age. Supporters of ASPs that maintain strong pre-democratization legacies are more likely to participate in protests than supporters of ASPs that do not strongly highlight their authoritarian legacies. Also, when the ASPs’ characteristics are considered, older ASP supporters are more likely to participate in protests than younger supporters. Using both single-level and multilevel statistical analyses, I examine four Asian countries with politically powerful ASPs and find evidence supporting my hypotheses. Lastly, I compare two South Korean mass movements, the Candlelight movement and the Taegeukgi rallies to unpack the relationships between ASP supporters, protest resources, and mobilization. This study reveals authoritarian legacies among post-democratization citizens through ASP supporters’ protesting behavior.
This article interrogates the normative coherence of the label of ‘digital constitutionalism’. In particular, I argue that the use of the label ‘constitutionalism’ in digital contexts often conflates the practical realities of existing contractual governance models with the superficial appeal of constitutional structures. As a result, the label is misleading in both normative and qualitative terms as it obscures the true nature of the governance architectures to which it is applied, which are more appropriately understood as implementing a distinct genre of ‘private policy’.
The article introduces a symposium, “The Crowd in the History of Political Thought,” which is being published as a two-part special issue. The articles are by American and European scholars with disparate interests and approaches to the history of political thought. Some engage contemporary questions, while others offer interpretive analyses. Today, commentators, scholars, and pundits alike ignore the history of political thought to the detriment of their understanding of populism. Many thinkers have reflected on democratic health and sickness. The articles here furnish a partial catalog of the quarrels associated with this inherited vocabulary. The tradition itself is best conceived of as an unfinished Socratic conversation. In this issue, articles on Thucydides, Aristophanes, Plato, and Aristotle orbit the original democracy at Athens, the backdrop for reflections on popular rule of so many thinkers. The final article on Josephus moves away from the experience of the Greek polis toward the more contemporary preoccupations of the second issue.
We study the drivers of refugees' decision making about returning home using observational and experimental data from a survey of 3,003 Syrian refugees in Lebanon. We find that the conditions in refugee-hosting countries play a minor role. In contrast, conditions in a refugee's home country are the main drivers of return intentions. Even in the face of hostility and poor living conditions in host countries, refugees are unlikely to return unless the situation at home improves significantly. These results challenge traditional models of decision making about migration, where refugees weigh living conditions in the host and home countries (“push” and “pull” factors). We offer an alternative theoretical framework: a model of threshold-based decision making whereby only once a basic threshold of safety at home is met do refugees compare other factors in the host and home country. We explore some empirical implications of this new perspective using qualitative interviews and quantitative survey data.
We argue that perceptions of the U.S. Supreme Court can be influenced by stimuli paired with state courts. People with low levels of court knowledge will exhibit an assimilation effect in which residing in a state with an elected supreme court increases perceptions of the Court being political. People with greater knowledge will demonstrate a contrast effect, meaning that the Court will be perceived as less political compared to an elected state court. Using existing survey data and a new survey experiment, we find evidence of the assimilation effect for low-knowledge participants. Our results imply that fundamental perceptions of the Supreme Court can be shaped by stimuli that are objectively unconnected to the Court, and that many people do not effectively differentiate between different types of court.
Conspiracy theories and misinformation have become increasingly prominent in politics, and these beliefs have pernicious effects on political behavior. A prominent line of research suggests that these beliefs are promoted by repeated exposure. Yet, as scholars have rushed to understand these beliefs, they have exposed countless respondents to conspiratorial claims, raising the question of whether researchers are contributing to their spread. We investigate this possibility using a pre-registered within-subjects experiment embedded in a panel survey. The results suggest that exposure to a standard conspiracy question causes a significant increase in the likelihood of endorsing that conspiracy a week later. However, this exposure effect does not occur with a question format that offers an alternative, non-conspiratorial explanation for the target event. Thus, we recommend that researchers reduce the likelihood of spreading conspiracy beliefs by adopting a question format that asks respondents to choose between alternative explanations for an event.
This paper estimates the effect of automatic voter registration (AVR) on voter turnout in California and Oregon. AVR systems register to vote all eligible individuals who transact with proscribed government agencies, most commonly the Department of Motor Vehicles (DMVs). The article isolates one part of the causal impact of AVR on turnout by taking advantage of a temporal feature of license renewals. Many individuals interact with the DMV periodically due to the need to renew drivers' licenses. Because licenses in both California and Oregon expire on birthdays, an individual's birth date can be treated as an exogenous variable discriminating between some individuals who are registered to vote in time for the election, while others are not. Our instrumental variable analysis compares registration and voting rates for individuals with birth dates prior and subsequent to the voter registration deadline. After calculating a causal effect of AVR on turnout at the individual level, we extrapolate this AVR “birthday” effect to overall voter turnout for these states.
Experiments on the responsiveness of elected officials highlight the tension between the freedom to carry out research and the right of subjects to be treated with respect. Controversy emerges from the power of politicians to block or object to experimental designs using identity deception. One way to resolve this conundrum is to consult citizens who, as constituents of politicians, have an interest in promoting the accountability of elected representatives. Building on the work of Desposato and Naurin and Öhberg, this survey experiment presented research designs to UK citizens for their evaluation. The findings show that citizens strongly approve of experimental research on Members of Parliament (MPs) and are glad to see their representatives participate. There are no differences in support whether designs use identity deception, debriefing, confederates or pre-agreement from MPs. Linked to high interest in politics, more citizens are glad their MPs participate in studies using identity deception than those deploying confederates.
Nearly all contemporary countries were colonized at some point in their history by a foreign power, but do citizens resent their former metropoles for past colonial abuses? We exploit survey questions in which respondents were asked for their opinion of a named foreign country. Our analyses of responses from over ninety countries yield the surprising finding that today's citizens are more favourable toward their country's former colonizer – by 40 per cent of a standard deviation – than they are toward other countries. Contemporary monadic traits that make former metropoles liked around the world – especially their tendency to be democracies – as well as their relatively high volumes of trade with former colonies explain their popularity among citizens of their former colonies. We also illustrate and describe these patterns in two least-likely cases, Mexico and Zimbabwe. Our findings have important implications for understanding international soft power, an asset about which today's states care deeply.
What makes immigration a salient issue among Latinos? We focus on immigration – one of the most pressing issues facing the United States (US) – and evaluate the factors that motivate immigration salience among Latinos over several election cycles. Although immigration policy has been linked with the Latino electorate over the period of our study due to high foreign-born rates and mixed-status families within this community, immigration policy has actually not been the dominant issue for the majority of Latino voters over this time period. Using survey responses from the 2008, 2012 and 2016 elections, we test multiple theories of issue salience by exploring social, political and individual determinants of policy salience among Latino voters. We find that in addition to nativity, consumption of ethnic media and group identity are associated with reporting immigration as a salient issue. These findings provide a valuable addition to literature of public opinion on immigration and the origins of policy issue salience among ethno-racial minorities in the US.
Gabriele Natalizia and Lorenzo Termine lay out an innovative framework to analyze the trajectory of the current foreign policy of the People's Republic of China. As it stands, it suffers from serious conceptual ambiguities and generates a set of categories that is too large to guide empirical research. After revision, however, the framework that Natalizia and Termine propose can be deployed to elucidate Beijing's behavior in various parts of the world, most notably the Persian Gulf.
The Japanese public has been assumed to possess a deeply ingrained aversion toward the acquisition of nuclear weapons. We employ a survey experiment to ascertain whether this aversion is unconditional or may erode in the face of hypothetical deterioration in Japan's security situation, and in particular a hypothetical withdrawal of the US security-nuclear umbrella, increased North Korean nuclear weapons testing activities, and movement by South Korea toward the attainment of a nuclear arsenal. We find that the Japanese nuclear aversion may come under stress in the face of such developments. Additionally, we find that the elasticity of Japanese attitudes with respect to the nuclear option in the face of external security deterioration may be associated with an important individual-level demographic characteristic, namely, gender.
Interest groups often post about their judicial advocacy on social media. We argue that they do so for two main reasons. First, providing information about the courts on social media builds the group’s credibility as a source of information with policymakers, media and the public. Second, social media provides a way to claim credit for litigation activity and outcomes, which can increase membership and aid in fundraising. Using original datasets of millions of tweets and Facebook posts by interest groups, we provide evidence that interest groups use social media for public education and to credit claim for their litigation activity.
