Chapter 10 on International Atmospheric Trust cases investigates the application of the public trust doctrine in climate litigation. Historically, under this doctrine courts have maintained that certain natural and cultural resources should be held in trust for the public, with the government acting as a trustee. The authors explain the practical application and interpretation of this doctrine in climate litigation, examining key cases (through 2022) across various jurisdictions, including the United States, Canada, India, Pakistan, and Uganda. The effect is to produce a Restatement of best practices in climate litigation revealing the successes and challenges encountered when invoking the public trust doctrine in climate litigation. This review of the case law reveals an emerging distinction between the U.S., which has seen the erection of procedural barriers in federal and state courts to avoid deciding cases on the merits, and international courts, who have reached the merits of several cases, ordering remedial actions. The chapter underscores the potential of this doctrine to induce more robust climate action among the political branches of government, reflecting a growing recognition among courts outside the U.S. of their own role in safeguarding the atmosphere.
Penicillin allergies are reported in 10–15% of the US population, but the actual rate is less than 1%. Inappropriate penicillin allergies are associated with adverse patient outcomes, poor antimicrobial stewardship, and increased healthcare costs. Direct oral provocation testing (DOPT) is a safe and cost-effective way to remove false penicillin allergy labels (PAL). However, widespread implementation is currently limited due to inadequate safety data and protocol variations. This systematic review evaluates the safety of single-dose, nongraded DOPT by the nonallergist.
Design:
Systematic review. MEDLINE, Embase, Web of Science, and the Cochrane Central Register of Controlled Trials were searched from inception to May 2025.
Setting:
Inpatient (Intensive care unit (ICU) and general medical ward) and outpatient
Participants:
Adults with self-reported penicillin allergies deemed low risk by a validated scoring system.
Interventions:
DOPT by nonallergists with single-dose oral amoxicillin 250 mg with a 60-minute observation period.
Results:
3 352 studies were identified, 15 were included in the analysis. Of the 1786 patients who completed DOPT, 66 (3.7%) experienced any reaction: 27 (1.5%) immediate rashes, 24 (1.3%) delayed rashes, and 15 (.8%) other reactions. No cases of anaphylaxis, angioedema, or epinephrine use were reported.
Conclusion:
The use of single-dose DOPT in patients deemed low risk, using a validated risk scoring tool, is safe, with low rates of mild reactions and no serious adverse events. A nonallergist can significantly improve penicillin delabeling rates and patient outcomes using this approach.
This study presents high-power mode-selective operation in a large-mode-area (LMA) fiber laser. A spatial mode-adaptive control system incorporating a 5×1 photonic lantern was employed to facilitate mode conversion between the LP01 and LP11 modes. The coherence length between the five single-mode arms and the stimulated Brillouin scattering threshold in the amplifier were well balanced by tuning the seed linewidth. In addition, the specific design of the fiber amplifier’s bending radius enabled stable mode-selective output with high mode purity. Consequently, a near-fundamental mode control was achieved in a 42-μm LMA fiber laser, yielding a beam quality M2 factor of 1.97 at an output power of 1 kW. Subsequently, a stable LP11 mode laser output with an output power of 219 W and an optical conversion efficiency of 75% was obtained. This research provides a significant technical foundation for the mode-selective operation of high-power LMA fiber lasers.
Acanthocephalans, which are in the family Polymorphidae, are a globally distributed group of endoparasites whose adults reside in the intestines of fish-eating birds, waterfowl and marine mammals. Adults of Polymorphus brevis and Pseudocorynosoma constrictum are endoparasites of fish-eating birds (Ardeids) and waterfowl (Anatidae), respectively, and are considered one of the most abundant and widely distributed species of polymorphids in freshwater systems from the Nearctic and Neotropical regions of Mexico and the USA. In the present study, sequences of cytochrome c oxidase subunit 1 (cox1) from mitochondrial DNA were generated from 67 specimens of P. brevis and 32 of Ps. constrictum from 12 localities on 6 biogeographic provinces in Mexico (the Trans-Mexican Volcanic Belt, Pacific Lowlands, Veracruzan, Californian, Sierra Madre Occidental, and Sonoran), plus the Temperate Prairies biogeographical province in the USA. The phylogeographic analyses indicated that the populations of both species lacked phylogeographic structure and exhibited high haplotype diversity, low nucleotide diversity and low Fst values among the biogeographic provinces; in combination with negative values in the neutrality test, these findings suggest that the populations of both species of acanthocephalan are undergoing expansion. The current evidence indicates that the biology of the definitive hosts, in combination with their migration patterns, could play a key role in shaping the distribution of haplotypes and the population genetic structure of the studied 2 acanthocephalan species.
Chapter 7 dissects how human rights laws have been harnessed in climate cases, scrutinising key judgments that have applied human rights frameworks to climate change and the implications of these legal strategies for both claimants and defendants. The authors’ analysis of emerging best practice reveals a growing acceptance of the notion that a State’s failure to take adequate action to address climate change constitutes a breach of human rights obligations, and this recognition is shaping legal strategies in climate litigation at the national and international levels. The authors also highlight how recent jurisprudence further suggests that corporations have important obligations to respect human rights in the face of climate change. Although jurisdictional disparities exist, the growing body of case law demonstrates the adaptability and replicability of rights-based reasoning, thereby contributing to the establishment of a consistent and coherent framework for ‘transnational’ climate law.
Chapter 11 delves into the Rights of Nature, an emerging legal paradigm that ascribes legal rights to natural entities. Drawing on concrete examples from countries such as Ecuador and Colombia, the author elucidates the transformative potential of this paradigm in the realm of climate litigation. One of the most compelling aspects of this approach is the shift it instigates in our legal and ethical relationship with the natural world. By conferring rights upon nature, it challenges the traditional conception of nature as mere property or resource, and it promotes a more holistic relationship with our environment. The author argues that this shift can play a critical role in achieving climate justice by ensuring that the rights and interests of nature itself are protected in the face of climate change. The analysis of emerging best practice reveals that, while still in its early stages, the Rights of Nature approach is starting to gain traction in climate litigation around the world.
Chapter 8 on Extraterritoriality discusses how the cross-border nature of climate impacts is addressed within climate litigation. The author scrutinises the interpretation of ‘jurisdiction’ and related procedural and substantive issues in the context of these transboundary impacts. His analysis showcases how these legal principles and procedural rules either facilitate or constrain courts and quasi-judicial bodies in grappling meaningfully with these impacts. In his exploration of key decisions, the author unravels their implications for the global governance of climate change and the challenges and opportunities they present for transboundary climate lawsuits. He distils emerging best practices that reveal how courts and quasi-judicial bodies, through judicious interpretation of legal principles, are grappling with the global dimensions of climate change. Despite the complexities inherent in integrating extraterritorial considerations into climate litigation, the chapter posits an optimistic outlook and highlights how visionary legal reasoning can tackle these complexities in a manner that is conducive to ensuring access to justice for those most affected by climate impacts.
Expanded access (EA) is a United States regulatory approach for the use of investigational drugs/devices that do not yet have conventional approval, in clinical care contexts. We conducted a retrospective study to analyze the neighborhood characteristics of patients who have received EA treatments at our academic medical center between 2018 and 2023. EA patient neighborhoods showed lower median family income, lower proportion of bachelor’s degree graduates, and a higher proportion of people identifying as non-Hispanic White ethnicity compared to the surrounding (Washtenaw) county. These differences may underly differential interest in EA treatments or may point to disparities in access to evidence-based care.
Chapter 17 delves into one of the most challenging aspects of climate litigation: attributing climate change impacts to specific actors or actions. The author explores how courts and quasi-judicial bodies grapple with the scientific complexities of attribution. In particular, she analyses how these legal bodies assess and weigh the scientific evidence, navigate the inherent uncertainties, and determine the legal relevance of attribution findings in climate cases. Through a detailed review of key climate cases from around the world, the author uncovers a variety of approaches to the issue of attribution. These cases highlight the diverse legal strategies employed by litigants to establish the causal links necessary for liability and the evolving understanding of courts in grappling with scientific complexities. In distilling emerging best practice, the author identifies instances where courts have acknowledged the collective and cumulative nature of climate harms, accepted partial attribution as a basis for liability, and applied innovative legal doctrines to overcome attribution-related challenges.
This study incorporates a random forest (RF) approach to probe complex interactions and nonlinearity among predictors into an item response model with the goal of using a hybrid approach to outperform either an RF or explanatory item response model (EIRM) only in explaining item responses. In the specified model, called EIRM-RF, predicted values using RF are added as a predictor in EIRM to model the nonlinear and interaction effects of person- and item-level predictors in person-by-item response data, while accounting for random effects over persons and items. The results of the EIRM-RF are probed with interpretable machine learning (ML) methods, including feature importance measures, partial dependence plots, accumulated local effect plots, and the H-statistic. The EIRM-RF and the interpretable methods are illustrated using an empirical data set to explain differences in reading comprehension in digital versus paper mediums, and the results of EIRM-RF are compared with those of EIRM and RF to show empirical differences in modeling the effects of predictors and random effects among EIRM, RF, and EIRM-RF. In addition, simulation studies are conducted to compare model accuracy among the three models and to evaluate the performance of interpretable ML methods.
Researchers and policymakers propose a job guarantee as a means of overcoming long-term unemployment and the associated risk of social exclusion. Such a programme implies that all long-term-unemployed individuals within a certain territory are offered subsidised employment in not-for-profit enterprises or the public sector. This results in heterogeneous participation because the group of long-term-unemployed people is more diverse than often assumed. Against the background of the literature on subsidised employment, this contribution presents findings from an evaluation study of a job guarantee that was implemented in a small town in Lower Austria between 2020 and 2024. The aim of this paper is to explore the changes brought about by re-employment within a job creation scheme and in particular how the scheme coped with the diversity among the participants, which is a consequence of offering employment to all long-term-unemployed individuals. Based on data from a longitudinal mixed-methods study, the contribution shows how the project was implemented, to what extent the participants benefited from it and how the form of implementation met the different needs of participants. A typology based on qualitative data captures the diversity among the participants and shows how the scheme fits different groups. Finally, we discuss the pros and cons of the inclusion of diverse participants within one project.
In the design and construction of ultra-high-peak-power laser systems, it is necessary to control the accumulated B-integral of the laser pulse, but currently there are no reasonable B-integral control standards for picosecond and femtosecond lasers. We systematically evaluate the influence of the B-integral on the output capability of picosecond and femtosecond laser systems for the first time, to our knowledge, taking Nd:glass lasers and Ti:sapphire lasers as examples. For picosecond lasers, the temporal domain compressibility and the small-scale self-focusing effect restrict the B-integral to 1.7 and 1.9, respectively. For femtosecond lasers, the B-integral is mainly restricted by the small-scale self-focusing effect and the far-field focusability, which limit the B-integral to 1.5 and 1.7, respectively. The restriction made by far-field focusability can be largely relaxed by inserting a deformable mirror. The study of the factors restricting the B-integral will provide guidance for the design of ultra-high-peak-power laser systems.
Large-scale field investigation in the Eastern Tianshan Mountains of Xinjiang identified 108 Palaeolithic/microlithic surface findspots. Pulei Cave reveals the first well-preserved spelean sediment record containing Upper Palaeolithic cultural remains in eastern Xinjiang, dating from c. 45–43 ka BP.
Accurate redshift measurements are essential for studying the evolution of quasi-stellar objects (QSOs) and their role in cosmic structure formation. While spectroscopic redshifts provide high precision, they are impractical for the vast number of sources detected in large-scale surveys. Photometric redshifts, derived from broadband fluxes, offer an efficient alternative, particularly when combined with machine learning techniques. In this work, we develop and evaluate a neural network model for predicting the redshifts of QSOs in the Dark Energy Spectroscopic Instrument (DESI) Early Data Release spectroscopic catalogue, using photometry from DESI, the Widefield Infrared Survey Explorer (WISE), and the Galactic Evolution Explorer (GALEX). We compare the performance of the neural network model against a k-Nearest Neighbours approach, these being the most accurate and least resource-intensive of the methods trialled herein, optimising model parameters and assessing accuracy with standard statistical metrics. Our results show that incorporating ultraviolet photometry from GALEX improves photometric redshift estimates, reducing scatter and catastrophic outliers compared to models trained only on near infrared and optical bands. The neural network achieves a correlation coefficient with spectroscopic redshift of $0.9187$ with normalised median absolute deviation of $0.197$, representing a significant improvement over other methods. Our work combines DESI, WISE, and GALEX measurements, providing robust predictions which address the difficulties in predicting photometric redshift of QSOs over a large redshift range.
Adverse childhood experiences (ACEs) are associated with physical and mental health difficulties in adulthood. This study examines the associations of ACEs with functional impairment and life stress among military personnel, a population disproportionately affected by ACEs. We also evaluate the extent to which the associations of ACEs with functional outcomes are mediated through internalizing and externalizing disorders.
Methods
The sample included 4,666 STARRS Longitudinal Study (STARRS-LS) participants who provided information about ACEs upon enlistment in the US Army (2011–2012). Mental disorders were assessed in wave 1 (LS1; 2016–2018), and functional impairment and life stress were evaluated in wave 2 (LS2; 2018–2019) of STARRS-LS. Mediation analyses estimated the indirect associations of ACEs with physical health-related impairment, emotional health-related impairment, financial stress, and overall life stress at LS2 through internalizing and externalizing disorders at LS1.
Results
ACEs had significant indirect effects via mental disorders on all functional impairment and life stress outcomes, with internalizing disorders displaying stronger mediating effects than externalizing disorders (explaining 31–92% vs 5–15% of the total effects of ACEs, respectively). Additionally, ACEs exhibited significant direct effects on emotional health-related impairment, financial stress, and overall life stress, implying ACEs are also associated with these longer-term outcomes via alternative pathways.
Conclusions
This study indicates ACEs are linked to functional impairment and life stress among military personnel in part because of associated risks of mental disorders, particularly internalizing disorders. Consideration of ACEs should be incorporated into interventions to promote psychosocial functioning and resilience among military personnel.
