The Zimbabwean diaspora is a well-documented phenomenon. While much research has been done on Zimbabwean migration to South Africa, the role that language plays in this process has not been well researched. This article draws on South African census data and qualitative fieldwork data to explore the manner in which Zimbabwean migrants use languages to appropriate spaces for themselves in the City of Johannesburg. The census data shows that African migrants tend to concentrate in the Johannesburg CBD, and fieldwork in this area reveals that Zimbabwean migrants are particularly well established in two suburbs—Yeoville and Hillbrow. The article explores migrant language repertoires, which include English, Shona, Ndebele, and a variant of Zulu. While many contributions to the migration literature tend to assume a strong association between language and ethnicity, the article shows how this relationship is mediated by geographic location and social positioning within the city. The Small Improvement Argument (SIA) is the leading argument for value incomparability. All vagueness-based accounts of the SIA have hitherto assumed the truth of supervaluationism, but supervaluationism has some well-known problems. This paper explores the implications of epistemicism, a leading rival theory. We argue that if epistemicism is true, then options are comparable in small improvement cases. Moreover, even if SIAs do not exploit vagueness, if epistemicism is true, then options cannot be on a par. The epistemicist account of the SIA has an advantage over leading existing rival accounts of the SIA because it accounts for higher-order hard cases.
Tales of filial piety became a standard element of the annals-biography style of historiography early on. Starting from the Song shu 宋書, almost every dynastic history contains a chapter that is devoted to filial men. An early—but often neglected—precursor is Chapter 39 of Fan Ye's 范曄 (398–446) Hou Han shu 後漢書. Inspired by his predecessor Hua Qiao 華嶠 (?–293), Fan inserted a chapter on filial men. The chapter was therefore compiled in times when the recommendation system of the Han and especially the recommendation as “filial and incorruptible” (xiaolian 孝廉) had lost influence. This paper tries to shed some light on its origins, form, and content, and attempts to distinguish the most common motives that were used to describe filial (xiao 孝) behavior in this early stage of its historiographical representation.
In Vienna, the close of the First World War and the period of the peace negotiations in Paris saw an enormous boom of ethnic-geographic research approaches and ethnic map-making. This process continued with the appointment of the Viennese geographer Hugo Hassinger (1877–1952) to the chair of human geography at the University of Vienna in 1931 and intensified with the establishment of the South East German Research Association and the National Socialist takeover in March 1938. But did the initiatives to create ethnic maps originate with politicians and authorities, or did they come from the scientists themselves? This article argues that scientists embarked upon ethnic geographies on their own initiative. Although political institutions used scientists and their resources for their own, political ends (ethnographic maps served as an important source for the National Socialists in their operations for ethnic consolidation), scientists also mobilized resources from the political sphere for career and disciplinary purposes.
Nous décrivons dans cet article l’évolution des formes adverbiales ailleurs, d'ailleurs et par ailleurs de l'ancien français au français moderne. A l'aide d'une étude sur un large corpus diachronique, portant sur des occurrences tirées des bases de données BFM, DMF et Frantext, et combinant une approche qualitative et une approche quantitative, nous montrons l’évolution sémantique de l'adverbe ailleurs du concret à l'abstrait, et l’émergence successive de deux locutions adverbiales, d'ailleurs en français classique et par ailleurs en français moderne. Plus précisément, nous montrons que d'ailleurs puis par ailleurs, une fois lexicalisés, se grammaticalisent en marqueurs de discours, signalant un changement de topique de discours, avec des emplois proches mais distincts.
A recently blossoming historiographical literature recognizes that physical anthropologists allied with scholars of diverse aspects of society and history to racially classify European peoples over a period of about a hundred years. They created three successive race classification coalitions – ethnology, from around 1840; anthropology, from the 1850s; and interwar raciology – each of which successively disintegrated. The present genealogical study argues that representing these coalitions as ‘transdisciplinary’ can enrich our understanding of challenges to disciplinary specialization. This is especially the case for the less well-studied nineteenth century, when disciplines and challenges to disciplinary specialization were both gradually emerging. Like Marxism or structuralism, race classification was a holistic interpretive framework, which, at its most ambitious, aimed to structure the human sciences as a whole. It resisted the organization of academia and knowledge into disciplines with separate organizational institutions and research practices. However, the ‘transdisciplinarity’ of this nationalistic project also bridged emerging borderlines between science and politics. I ascribe race classification's simultaneous longevity and instability to its complex and intricately entwined processes of political and interdisciplinary coalition building. Race classification's politically useful conclusions helped secure public support for institutionalizing the coalition's component disciplines. Institutionalization in turn stimulated disciplines to professionalize. They emphasized disciplinary boundaries and insisted on apolitical science, thus ultimately undermining the ‘transdisciplinary’ project.
The article examines the implementation of the UN Guiding Principles on Business and Human Rights (UNGPs) in the European Union via National Action Plans (NAPs). We argue that some of the shortcomings currently observed in the implementation process could effectively be addressed through the Open Method of Coordination (OMC) – a governance instrument already used by the European Union (EU) in other policy domains. The article sketches out the polycentric global governance approach envisaged by the UNGPs and discusses the institutional and policy background of their implementation in the EU. It provides an assessment of EU member states’ NAPs on business and human rights, as benchmarked against international NAP guidance, before relating experiences with the existing NAP process to the policy background and rationale of the OMC and considering the conditions for employing the OMC in the business and human rights domain. Building on a recent opinion of the EU Fundamental Rights Agency, the article concludes with a concrete proposal for developing an OMC on business and human rights in the EU.
